The Applicant has also addressed each of the ADB's conditions as noted below [the approval motion and conditions from the minutes of the July 2, 2014 ADB meeting are included below (in caps)]: BOARD MEMBER O'NEILL MOVED THAT THE ARCHITECTURAL DESIGN BOARD ADOPT THE FINDINGS, CONCLUSIONS AND ANALYSIS OF THE STAFF REPORT AND FIND THAT THE PROPOSAL IS CONSISTENT WITH THE COMPREHENSIVE PLAN, POLICIES OF ECDC 20.10.000, DESIGN CRITERIA OR ECDC 20.11.030, AND ZONING REGULATIONS AND APPROVE THE DESIGN OF THE PROPOSED JENNA LANE TOWNHOMES WITH THE FOLLOWING CONDITIONS: 1. THE APPLICANT MUST APPLY FOR AND OBTAIN ALL NECESSARY PERMITS. THIS APPLICATION IS SUBJECT TO THE REQUIREMENTS IN THE EDMONDS COMMUNITY DEVELOPMENT CODE AND IT IS UP TO THE APPLICANT TO ENSURE COMPLIANCE WITH THE VARIOUS PROVISIONS CONTAINED IN THESE CODES. To date, the applicant has applied for demo permits, building permits, and a lot line adjustment. Additional permits for ROW work, plumbing, signage, and the like may be needed, as applicable. 2. ALL ABOVE -GROUND UTILITY EQUIPMENT (INCLUDING BUT NOT LIMITED TO TRANSFORMERS, HOT BOXES, MECHANICAL UNITS, ETC.) MUST BE LOCATED INTERIOR TO THE SITE OR CAMOUFLAGED OR SCREENED WITH ARCHITECTURAL FEATURES, FENCING AND/OR LANDSCAPING. The only above -ground mechanical equipment proposed will be a PUD utility box. The box will be green to try to blend in with the landscaped area near 240th Street. 3. ALL LIGHT FIXTURES SHALL BE DARK -SKY COMPLIANT CUT-OFF FIXTURES. The wall mounted scones proposed will be small, cut-off fixtures. 4. THE DECK OFF THE BACK OF THE HOUSE TO THE WEST PROJECTS OVER THE PROJECT SITE'S WESTERN PROPERTY LINE. THIS DECK WILL HAVE TO BE REMOVED, MODIFIED OR OTHERWISE PROVIDED FOR DURING BUILDING PERMIT REVIEW. The deck is a private issue between the adjacent landowners. Because it is nonconforming, a condition was added to the demo permits (BLD20140727 & BLD20140728) requiring it to be enclosed by protective fencing during construction. 5. A PEDESTRIAN WALKWAY MUST BE CREATED CONNECTING EACH OF THE DWELLING UNITS WITH THE 240TH STREET RIGHT-OF-WAY. THE WALK MAY BE STRIPED ASPHALT, ALTERNATE MATERIALS, OR THE LIKE. A pedestrian path is shown on Sheets C2 — C4. 6. ALL BUILDING DESIGN WILL BE CONSISTENT WITH EXHIBIT 8. The elevation sheets in building permits BLD20140729 — BLD20140731 show facades that are consistent with those reviewed and approved by the ADB in EXHIBIT 8 of PLN20140009. 7. COLORS WILL BE EARTH TONES AND NATURAL COLORS SUBJECT TO STAFF APPROVAL. Color descriptions were supplied and substantially match the colors reviewed and approved by the ADB in EXHIBITS 7 — 9 of PLN20140009. 8. PLANTINGS ON THE EASTERN PROPERTY LINE WILL BE TYPE-1 LANDSCAPING OR SIMILAR, SUBJECT TO STAFF REVIEW. The landscaping along the eastern property line is shown as Type I on Sheet L-1 associated with the building permits. BOARD MEMBER BROADWAY SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. The project is subject to various building, engineering and planning inspections throughout the project to ensure compliance with issued permits.
