Dear Mr. Johnson,
The City received a complaint regarding junk vehicles, a shed that has been expanded beyond 120
square feet without a building permit, and that a person or persons are living in a travel trailer at
the subject property.
Inspection revealed that junk vehicles are on the property and that the shed at the western side of
the property has expanded to be over 120 square feet. It is against City code to use a travel trailer
as a dwelling unit.
“Junk vehicles” are defined in ECDC 20.110.20.C as a vehicle meeting any two of the following
requirements: (bold and underline added)
1. Is three years or older;
2. Is extensively damaged, such damage including but not limited to any of the following: a
broken or missing window or windshield or missing wheels, tires, motor, drive train, brakes or
transmission;
3. Is apparently inoperable;
4. Is without valid current registration plates;
5. Has a fair market value equal to the value of the scrap in it.
The Edmonds Community Development Code (ECDC) addresses living in recreational vehicles
as follows:

Accessory structures either built at over 120 square feet or remodeled to be over 120 square feet
require a building permit.
Corrective actions required:
Please contact me at your earliest convenience by April 13, 2007 to review the following
compliance schedule. An Order to Correct is issued to the property owner if contact is
not made by this date.
Please remove or enclose* the junk vehicles in a legal building or demonstrate that the
vehicles are currently licensed and operable (through an inspection) by May 10, 2007.
Please cease any living/sleeping in the travel trailer immediately.
Submit a complete application and fees by May 10, 2007 for a building permit for the
accessory structure. If you do not wish to apply for a permit, please obtain a demolition
permit by May 10, 2007 to remove the added portion.
* Please note that a tarp, vehicle cover or pliable plastic structure is not considered enclosed.
