JT Madison Apts..pdfMEMORANDUM April 27, 2018 TO: Todd Madison FROM: Steve Fisher, City of Edmonds Public Works, 425-771-0235 RE: Plan review of trash collection and access PLN20180012 — JT Madison Apartments, 23326 Highway 99, Edmonds My preliminary review shows that this multi -story building will have an interior chute system for initial trash collection. Trash will likely be collected in several movable bins and then staged just inside the entrance to the parking garage. These containers must be immediately accessible by the service truck drivers and able to be maneuvered safely outside to the street for servicing. The bins must be compatible to the truck's lifting mechanism. Two areas of concern: Grade change from inside staging area to the street must be kept level or not exceed 2 percent. Second, the proposed scenario only allows the service trucks to pull up just prior to the parking garage drive apron just off of Highway 99 to park while the driver services some number of bins, blocking that lane of 234th St. This creates a high safety concern since it can impact traffic from any direction, including into and out of the building itself. Consideration of another place for servicing may be necessary or something like creating an adequate paved pull -off area for the purpose of the collection service, but that requires about 40' of space.
