It has come to the attention of the City that the landscaping area behind the office and in the southwest portion of the
property has been paved and altered. Please find a copy of the landscape plan submitted for your application to the
Architectural Design Board (ADB-05-161) with the specified areas highlighted. It's possible that some City right-of-
way was paved as well. Please note the following codes from the Edmonds Community Development Code (ECDC).
Other code sections may apply once application materials are received and reviewed.
ECDC 18.95.000 Permit required.
No person shall construct, modify and/or expand a parking lot without first obtaining approval from the city engineer
and a building permit. Except for parking areas intended for not more than four vehicles and accessory to a single-
family dwelling, all plans and specifications must first be approved by the architectural design board before a permit
may be issued, [Ord. 2428 § 1, 1984].
18.70.000 Permits required.
No person shall use or encroach upon any public place without obtaining a permit from the development services
director or city engineer.
20.10.030 Approval required.
A. Development. Unless exempted under ECDC 20.10.020(B), no city permit or approval shall be issued for, and no
person shall start, any development, or substantially change any development, until the development has received
design review approval.
This development to the site does require a building permit and will require ADB approval and Engineering approval
for the expansion of the parking lot, removal of approved landscaping and added impervious surface. Depending on
the complete scope of the development plan, other approvals may be necessary. Modifications or removal of the new
paved area may be necessary in order to meet code requirements. Permit fees may be increased due to recurring
violations at this site. Please make a complete application for a building permit for the new parking area and landscape
modification at your earliest convenience by March 30, 2011. Please STOP WORK until all approvals have been
issued.
