Subject: Letter of Completeness for Sunset Landing Contract Rezone, PLN20090051
Dear Mr. Spence:
The City of Edmonds ("City") has reviewed the application for a contract rezone for the property at 190
Sunset Avenue South for completeness pursuant to Edmonds Community Development Code (ECDC)
20.02.002, and has determined that the application meets the procedural submission requirements of said
ECDC section and therefore is complete. Please accept this letter as the City's notice to applicant of
determination of completeness pursuant to ECDC 20.02.003. Note, however, that although the
application is sufficient for continued processing, additional information may be required. This
determination of completeness does not preclude the staff from requesting additional information or
studies during the evaluation of the application, including but not limited to SEPA threshold
determination, which must be made prior to beginning review before the City's Planning Board.
Please note that the next requirement in the process is the notice of application and pursuant to
ECDC 20.03.001(A), the applicant is responsible for meeting the public notification requirements. The
notice of application must be posted on the site, mailed to property owners within 300 feet, and published
in the paper of record (the Everett Herald) by December 8, 2009. Enclosed with this letter are: 1) a
notice of application, 2) legal notice for the Everett Herald, and 3) a vicinity map. These items are also
being provided in pdf format via email.
The notice of application and vicinity map must be posted on the signs at the site and mailed to the
property owners within 300 feet of the subject site. Two large white public notice signs are still located
on the property from the previous submittal at the intersections of Dayton Street and Sunset Avenue and
James Street and Sunset Avenue. The notice posted on the signs should be laminated, or otherwise
protected, so they can with stand the weather. Please use the following address for the return address on
the envelopes for the mailing: City of Edmonds, Planning Division, 121 - 5th Ave. N, Edmonds, WA
98020. In addition to using this address for the return address, please also mail a copy of the notice to my
attention at the same address. When you mail the notices at the Post Office, you will need to obtain a
U.S. Postal Service Certificate of Mailing containing the names and addresses of all parties provided
notice.
The legal notice must be provided to the Everett Herald by 3:00pm two business days prior to publication.
In addition to the provided text, the Herald will need your name for billing as well as your phone number
and address. You can submit the ad to the Herald in any of the following ways: 1) via email to
legal s@heraldnet.corn (a confirmation email will be sent within 24 hours of receipt), 2) via fax to

No later than 14 days after the required date of posting, publishing, and mailing (December 8th), an
affidavit must be submitted to the City attesting that you completed each of the required methods of
notification. Additionally, you will need to submit the U.S. Postal Service Certificate of Mailing for each
of the addresses the notice of application was mailed to. You can drop those documents by City Hall or
mail them to my attention.
Additionally, the City will also be notifying those who submitted comments on the previous application
for this site and informing them that there is a new contract rezone application.
