City of Edmonds Shoreline Conditional Use Permit — Pump Station No. 2

Dear Mr. Quarterman:
I have reviewed the application for a shoreline conditional use permit to replace Pump Station No. 2 for
completeness pursuant to Edmonds Community Development Code (ECDC) 20.02.002, and have determined
that the application meets the procedural submission requirements of ECDC 20.02.002 and therefore is
complete. Please accept this letter as the City's notice to applicant of determination of completeness pursuant
to ECDC 20.02,003. Although the application is procedurally complete, additional information is needed
before review of the application can continue, Please respond to the following items, so that I can continue
review of the application:
1. Geotechnical Report: The SEPA checklist indicates that a geotechnical report has been prepared for the
Pump Station No. 2 Project, Please provide the "Preliminary Geotechnical Services Report Pump Station
No. 2 Rehabilitation/Replacement Project" identified in the SEPA checklist. This report may be uploaded
to the SharePoint access portal established for this project by Landau.
2. Plans: On many of the plans and maps included with the application materials labels extended beyond the
extent of the map and are thus not visible. Please provide an 11 x 17 inch set of preliminary construction
plans for the Pump Station No. 2 project. These plans may be uploaded to the SharePoint access portal
established for this project by Landau.
3. Critical Areas Report: The critical areas report submitted with the application indicates that it is a "Draft"
report in several places. Please provide the City with the final critical areas report and mitigation plan or
indicate what elements of the critical areas report and mitigation plan are subject to change.
The public hearing for this proposal has been tentatively scheduled for February 17, 2011. Shoreline permits
have substantial public notice requirements, so in order to keep the February 17, 2011 public hearing date, the
first Notice of Application must be published on January 11, 2011. Any delay in providing the above
requested materials may push the public hearing to a later date.
