Subject: Letter of Completeness and request for additional information
Two -lot subdivision of property located at 376 Sunset Avenue, PLN20090045
Dear Mr. Hanson,
The City of Edmonds has reviewed the application for a two -lot subdivision for the property at
376 Sunset Avenue for completeness pursuant to Edmonds Community Development Code
(ECDC) 20.02.002, and has determined that the application meets the procedural submission
requirements and therefore is complete. Please accept this letter as the City's notice to applicant
of determination of completeness pursuant to ECDC 20.02.003. Although the application is
procedurally complete, additional information is needed before review of the application can
continue. Please respond to the following items, so that I can continue review of the application:
Modification Request: The modification requests states that due to overlapping surveys, the width on
the Second Avenue North side of the property is only 58.43 feet. One of the referenced surveys,
which is also identified in the short plat certificate (Reid Middleton, AFN 9805155001), shows the
width of the property along Second Avenue North at 60.55 feet. Please elaborate on the overlapping
surveys and why it has been determined that the Second Avenue North side of the property is only
58.43 feet wide.
2, Shoreline Jurisdiction: The property is located within shoreline jurisdiction and is subject to the City
of Edmonds shoreline regulations of ECDC 20.55 and 23.10. Please indicate the shoreline
jurisdiction boundary on the preliminary plans, which is 200 feet from the ordinary high water mark
of the Puget Sound (mean higher high tide line). Please be aware that, pursuant to WAC 173-27-
040(2)(a), a Shoreline Substantial Development Permit will be required if the cost of the subdivision
improvements within shoreline jurisdiction required prior to final subdivision approval exceeds
$5,718.00. This dollar amount is applicable whether you choose to bond for the civil improvements
or conduct them prior to final subdivision approval. If the cost of the subdivision improvements
within shoreline jurisdiction will exceed $5,718.00, you may choose to submit the Shoreline
Substantial Development Permit application at this time and consolidate it with your subdivision
application, or you may wait to submit for the Shoreline Substantial Development Permit following
the preliminary decision on the subdivision. Please note, however, that processing of a Shoreline
Substantial Development Permit application takes approximately three to four months and will need
to be completed and approved prior to final approval of the subdivision.

3. Lot area: There is an ingress/egress easement (AFN 8403160296) on Lot 1. Pursuant to
ECDC 21.55.020, lot area shall exclude the area of access easements. Please provide the gross and
net area of Lot 1 (Lot 1 minus the ingress/egress easement area) on the preliminary plans.
4. Setbacks: Please indicate the zoning setback boundaries on the preliminary plans. The site is zoned
RS -6 and the setbacks are as follows:

Please note that for Lot 1, that setbacks are measured from the edge of access easements.
5. Supporting Documents: The Short Plat Certificate and restriction sections on the preliminary
plans reference a few documents 1 was unable to download from the County Auditors
website. Please provide the City with copies of the following documents:
a) Sewer easement recorded under AFN 663268
b) Access easement recorded under AFN 8403160296
c) Declaration recorded under AFN 901212035
6. The Engineering Division has not yet completed its review of the proposed subdivision. Please note
that additional items may be required by the Engineering Division under a separate comment letter.
Finally, as a courtesy message from staff to applicant, please note that the next requirement for
the applicant is the notice of application. Pursuant to ECDC 20.03.001(A), the applicant is
responsible for meeting the public notification requirements. The notice of application must be
posted on the site, mailed to property owners within 300 feet, and published in the paper of
record (the Everett Herald) by October 5, 2009. 1 will provide the notice of application for
posting in a separate correspondence.
