In regards to the application completeness, ECDC 20.02,002.13 requires an application be submitted with the consent of all owners of the affected property. During a site visit on December 14, 2010 it was noted that the two trees proposed for removal straddle the property line between Axis Physical Therapy and Woods Condominiums. In order for the application to be considered complete, the owners of Woods Condominiums must also give their consent for removal of the trees. This can be accomplished by providing a letter from the Woods Condominiums Home Owners Association supporting the application for removal of the two trees. In addition to the completeness issue discussed above, more information is necessary in order to complete review of the application. Please respond to the following items so that I may complete my review: 1. Landscape Plan: Please provide a landscape plan for the site consistent with the requirements of ECDC 20.13.010. In addition to the landscaping on 21009 76"' Avenue West, please include the trees within the first 20 feet on the Woods Condominium side of the property line on the landscape plan as well. 2. Landscaping: As discussed at the December 14, 2010 site visit, the subject property is lacking in landscape amenities. The removal of two mature conifers and simply replacing them with medium shade trees as proposed would only decrease the value of the landscaping at the site. Since the two mature conifers are compensating for a general deficiency of landscaping on the subject property, landscaping on the property will have to be improved to compensate for the removal of the two Douglas -fir trees. We discussed some options at the December 14, 2010 site visit, which are expanded upon below. Incorpaarrted August 11, ]890 Sister City - Hekinan, Japan a. Replace the hedge along 210th Street SW with Type IV Landscaping, Type IV Landscaping is intended to provide visual relief where clear sight is desired to see signage or into adjacent space for safety concerns. Pursuant to ECDC 20.13.030.1), Type IV landscaping consists of 1) deciduous trees planted 25 feet on center and with the trunk of trees being free of branches below six feet in height and 2) Plant materials which will cover the ground within three years and which will not exceed three and one-half feet in height. Some species of trees to consider for planting in this area are: Acer° platanoides `Comunare' — Columner Norway Maple Acer rrubrum `Armstrong' — Armstrong Maple Nyssa sylvatica — Tupelo There appears to being enough space for three trees along 2101h Street SW. b. There are a number of trees along the southern property boundary and it may not be necessary to plant replacement trees at the locations of both trees being removed. Consider only planting one replacement tree along the southern property boundary in the vicinity of the tree in the southwest corner of the property that is proposed for removal. c. There are two other landscaping areas on the property. You may want to consider improving the landscaping in these areas at this time as well. I'd be happy to talk with you and offer up some suggestions to improve the landscaping in these areas. Please note that your application will be placed on hold until a response is received regarding the above items. Pursuant to Edmonds Community Development Code (ECDC) 20.02.003.1), you must submit the above information within 90 days.
