Terwedo President Meadowdale Estates Homeowners Association 17115 69`h Place West Edmonds, WA 98026 RE: Meadowdale Estates Stormwater Vault Dear Mr. Terwedo: GARY HAAKENSON MAYOR During the heavy rains on December 3, 2007, the City discovered a leak in the underside of the Meadowdale Estates stormwater vault, at the northwest corner, on the downhill side. The leak was flowing at a significant rate and caused some washout under the footing in the northwest corner of the vault, as well as erosion and sediment onto private properties in the neighboring subdivision. When the City became aware of this leak, we contacted Mr. Steinman, the developer of Meadowdale Estates, by phone on the afternoon of December 3, 2007 to inform him of the leak and the need for repair. I also left a phone message informing you of the situation that afternoon. Mr. Steinman agreed that the leak needed to be repaired and that the area required cleaned up. He arranged for the leak to be repaired with a concrete patch material on December 4, 2007 (please see the enclosed photo) and for the erosion debris caused by the leak to be cleaned up. The purpose of this letter is to make sure you understand that the stormwater vault and drainage system within your subdivision are privately owned by the property owners of Meadowdale Estates, and that, as such, the property owners are responsible to monitor and maintain the stormwater vault/system. In addition, the Meadowdale Estates property owners could be liable for damages caused to neighboring properties and/or City right-of-way should a leak and associated erosion occur again. Therefore, we strongly recommend that you obtain the services of a licensed structural engineer to examine the vault to determine if the recent repairs are adequate to keep it in proper and safe condition.
