Ms. JoAnne Zulauf with city of Edmonds, emailed me three pictures showing erosion damage to the gravel-sur€aced
driveway on the property at 17160 Talbot Road, which is the property joining the south side of the subject project site

(WEST being the bluff side). The first picture shows a silt fence separating the subject property from the neighbor's
driveway had been run over and was partially covered by dirt with tire prints crossing from the subject site to the

neighbor's driveway. A second picture shows shallow erosion grooves in the neighbor's driveway carved out by
storm runoff with sediment washed towards a paved parking area at the end of the neighbor's driveway in front of the

neighbors house. These two pictures show the erosion problem likely caused by soil loosened by construction traffic
... - - - of the subject project and moved by storm runoff, and this erosion problem is likely to repeat if it is not corrected.
The third picture shows sediment deposited at the base of the bluff. However, a silt fence is installed along the
-
west (downhill) side of the project site, just behind the top of the bluff, with the bottom of the filter fabric of the
silt fence embedded and anchored in a backfilled trench. Therefore, it is unlikely for sediment to be transported
through the silt fence. Also, there are no signs in the backyard of the project site or of the neighbor's property to
show signs of erosion or storm runoff flowing over the top of the bluff. Therefore, the sediment at the base of the
bluff most likely was not washed down from the top.
To correct the neigh erosion problem, I recommend that loose sediment and disturbed soil on neighbor's

driveway be removed first. The exposed soil within the driveway should then be compacted to a non -yielding state
with a vibratory mechanical compactor. The ground should then be lined with a layer of non -woven filter fabric, such

as Mirafl 140NS or equal. The liner should then be covered with a minimum 4 -inch layer of 2 -inch crushed rock
compacted to a non -yielding state.
The storm Inlet at the end of the existing joint -use paved driveway should be covered with a filter sock to keep
sediment from entering the storm sewer. This filter sock should be cleaned periodically to make sure it Is not clogged

At the request of Dr_ Chang, I come on site to observe condition of the site, as a complaint had been made to City of
Edmonds concerning loose soil deposited along the north boundary of the project site which could be washed onto the
neighboring property by storm runoff. It appears that most of the soil excavated out from building footprint excavation
is stockpiled at the east end of the project site. Minor amount of loose soil, mostly not more than a foot high, has
been placed along the boundary line of the site.
The ground within the project site slopes down to the southwest, away from the north boundary of the site. Also, the
surficial soil of the site is gravelly sand which allows stormwater to seep through very easily, and there are no signs
......... I . -
of soil erosion within the site. Therefore, it is unlikely that soil can be washed by storm runoff onto the neighboring
property to the north. Nevertheless, I have instructed Aziz the contractor, to remove the loose soil along the north
boundary and dump it onto the stockpile at the east end of the site and that cover the entire soil stockpile with
plastic tarp securely held down with weights.
