PROJECT DESCRIPTION A lot combination to combine two lots held under one common ownership.
A. INTRODUCTION:
Refer to Attachment I for the application submitted for the proposed lot combination. The applicant is
proposing to consolidate the boundary lines among two lots in order to form one lot as shown on the lot
combination map (Attachment 2). The subject lots are addressed 301 and 303 4`h Avenue North. The site is
zoned RM -1.5. See the Zoning and Vicinity Map for reference (Attachment 3).
B. ANALYSIS OF DESIGN:
1. Number of Lots Involved: 2 adjacent lots
2. Lot Area:
a. Minimum lot area required for RM -1.5 zone: 1,500 square feet per dwelling unit
b. Minimum lot width required for RM -1.5 zone: None
C. Number of corner lots: The lot addressed 301 4`h Avenue North is currently considered a corner
lot; therefore the lot combination will result in a corner lot.
3. Topographical Consideration: The subject properties are relatively flat. There is no particular
topographical consideration driving this lot combination.
4. Flag Lot Determination: Neither of the lots are considered flag lots.
5. Zoning Ordinance: The proposal meets the intent of the Zoning Ordinance.
a. Lot combinations shall be approved unless they result in non -conforming lots. This lot combination
results in a lot that meets the lot width and lot area requirements, and is therefore a legal conforming
lot.
b. Lot combinations shall be approved unless they will not be in compliance with the goals and
objectives of the city's Comprehensive Plan. The director is directed to determine whether or not the
lots, as combined, negatively impact compliance with the city's urban density requirements as
established pursuant to the State Growth Management Act, Comprehensive Plan and the Snohomish
County planning policies. The proposed lot combination is in compliance with the goals and
objectives of the city's Comprehensive Plan, and the lot combination will not negatively impact
compliance with the city's urban density requirements.
6. Comprehensive Plan: The proposal is in compliance with the goals and objectives of the
Comprehensive Plan.
7. Access: Current access to the combined lot will not change with this proposal.

C. ENVIRONMENTAL ASSESSMENT:
1. SEPA Determination: Not Required
2. Shoreline Master Program: Exempt From Shoreline Master Program permits.
3. Critical Area Determination: A waiver from the requirement to complete a critical areas study was
issued for the lot addressed 303 4`h Avenue North under City File No. CRA -1993-0051. Since a critical
area determination has not been conducted for the lot addressed 3014 1h Avenue North, a new critical area
determination will need to be completed for the combined lot if any development is to be done on the lot
in the future.
D. REQUIRED IMPROVEMENTS AND DEDICATIONS:
The Engineering Division has reviewed this proposal and is not requiring any improvements or dedications at
this time.
E. DECISION: Approved with the following conditions:
1. Notify the City if the original lots are to be developed or sold separately in the future.
