INTRODUCTION: The applicant is proposing to consolidate the boundary lines among three lots in order to form one lot as shown on the lot combination map (Attachment 1). The Land Use Application is included as th Attachment 2. The subject area is located on the northwest corner of the intersection of 220 Street th Southwest and 76 Avenue West. The site is zoned Multiple Family Residential (RM-2.4). See the Zoning and Vicinity Map for reference (Attachment 3). B. ANALYSIS OF DESIGN: 1. Number of Lots Involved: 3 adjacent lots 2. Lot Area: a. Minimum lot area required for RM-2.4 zone: 2,400 square feet per dwelling unit b. Minimum lot width required for RM-2.4 zone: None c. Number of corner lots: Parcel A is currently considered a corner lot; therefore the lot combination will result in a corner lot. 3. Topographical Consideration: There appears to be no particular topographical consideration driving this lot combination. 4. Flag Lot Determination: None of the lots are considered flag lots. 5. Zoning Ordinance: The proposal meets the intent of the Zoning Ordinance. a. Lot combinations shall be approved unless they will result in a non-conforming lot. This lot combination results in a lot that meets the lot width and lot area requirements, and is therefore a legal conforming lot. b. Lot combinations shall be approved unless they will not be in compliance with the goals and objectives of the city’s Comprehensive Plan. The director is directed to determine whether or not the lots, as combined, negatively impact compliance with the city’s urban density requirements as established pursuant to the State Growth Management Act, Comprehensive Plan and the Snohomish County planning policies. The proposed lot combination is in compliance with the goals and objectives of the city’s Comprehensive Plan, and the lot combination will not negatively impact compliance with the city’s urban density requirements. 6. Comprehensive Plan: The proposal is in compliance with the goals and objectives of the Comprehensive Plan. 1 LL-06-89 Staff Report.doc th 7.Access: Access to Parcel C has been off of 76 Avenue West, and access to Parcels A and B th has been off of 220 Street Southwest. This access will not change with the proposed lot combination. C. ENVIRONMENTAL ASSESSMENT: 1. SEPA Determination: Not Required 2. Shoreline Master Program: Exempt From Shoreline Master Program permits. 3. Critical Area Determination: CRA-2005-0081, CRA-2005-0082, CRA-2005-0083: Waivers from the requirement to complete a critical areas study were issued for each of the parcels involved in this lot combination. D. REQUIRED IMPROVEMENTS AND DEDICATIONS: The Engineering Division has reviewed this proposal and is not requiring any improvements or dedications at this time. E. DECISION: Approved with the following conditions: 1. Notify the City if the original lots are to be developed or sold separately in the future. E. ATTACHMENTS: 1. Proposed Lot Combination Map 2.
