At about 7:15 AM I received a telephone call from Rob English (City of Edmonds) requesting that I visit
16109 73rd Place West, Edmonds, Washington (Pak Residence) as soon as possible to make observations
and recommendations related to a landslide that occurred earlier this morning on the steep slope located
east of 73rd Place West and extended upslope towards the western edge of the Sequoia Ridge Plat. The
purpose of the requested site visit was to assess site conditions and make conclusions regarding the
potential for imminent hazard to the general public associated with the recent landslide.
I arrived onsite at about 8:00 AM and checked in with Brad Reading (Snohomish County Fire District).
Brad escorted me to the scene of the recent landslide and I observed site conditions on the Pak property, as
well as on the adjoining properties to the north (vacant lot) and south (occupied by a residential structure).
Debris from the recent landslide impacted and accumulated along the north side of the Pak residence,
resulting in structural damage to the NE and NW corners of the residence. The natural gas connection to
the Pak residence was also damaged, resulting in a gas leak and an evacuation of the surrounding
neighborhood. The residential structure located immediately south of the Pak residence was not impacted
by the recent landslide.
After observing conditions in the immediate vicinity of the Pak residence, Brad drove me to the top of the
slope to observe conditions in the vicinity of the residential structures that are located immediately
upslope and east of the recent landslide. More specifically, we visited 16118 72nd Avenue West along
with residential properties located immediately north and south of this address. While at the top of the
slope, I looked for evidence of slope instability that could potentially impact the residential structures that
are located immediately above the recent landslide. At the top of the slope, I did not observe any obvious
evidence of imminent additional landsliding that could adversely impact the structures at the top of the
slope.
Brad then drove me back to the Pak residence and I met with Rob English, Leif Bjorback, and other
representatives of the City of Edmonds. Also present were representative of Puget Sound Energy (PSE)
and their geotechnical consultant (Cliff Knitter of Golder Associates). I told the group that with the
expectation of the Pak residence, I did not observe evidence of imminent risk to public safety. Because
the Pak residence sustained sustainable structural damage, I recommended to the City that this structure
not be occupied (i.e., "yellow tagged") until the structure has been repaired and the slope has been
stabilized. I also told the group that it was my opinion that current site conditions do not warrant to need
to yellow tag any of the neighboring structures. However, I recommended that the City notify the
neighbors immediately south and upslope of the Pak residence of the recent landslide and remind them
about the risks associated with the potential for additional landsliding during the upcoming winter and in
future years. When communicating this information to the neighbors, I recommended that the City
emphasis the fact that this is not a new risk because the slope that failed today has a long history of slope
movement.
I left the site at about 9:30 AM.
