Robert and Leah Rixmann have applied to construct a new single family residence on the
property located at 7017 174th Street SW. According to the site plans submitted with the
application, the proposed residence would straddle the parcel line between 00513100013805 and
00513100014320 and thus would not meet the proscribed zoning setbacks for the RS -20 zone.

As noted in the legal descriptions, the two parcels are portions of a single parcel (Parcel 1)
created under the City of Edmonds short plat number S-21-81 recorded under auditor file number
8303100246 (Attachment 1). The City of Edmonds asked the Rixmann's to dissolve the parcel
line between parcels 00513100013805 and 00513100014320 based on the fact that parcels are
intended to be a single property according the approved City of Edmonds short plat. The
Rixmann's complied with the City's request and requested the Snohomish County Assessor's
Segregation Department to dissolve the parcel line between parcels (Attachment 2).
Following the request for lot combination with Snohomish County, Jennifer Hansen of the
County's Segregation Department contacted the Rixmann's and informed them the parcels could
not be combined because the County records indicate the property is located in two separate
taxing districts. Ms. Hansen provided the City of Edmonds with the map included as
Attachment 3 showing a small area in the center not located in the Alderwood Water and Sewer
District which the map indicates extends through the rest of the property in the vicinity of the
subject property.
I contacted Alderwood Water and Sewer Districts who indicated this area is not within their
service area. The map included as Attachment 4 shows the Rixmann's property to be located
well outside of Alderwood's service area. This information has been provided to Snohomish
County who, along with the City, is continuing to pursue the taxing district boundary issues.
The proposed residence at 7017 174th St SW would meet the proscribed zoning setbacks if the
parcel line between parcels 00513100013805 and 00513100014320 were dissolved. Given that
the two parcels are intended to be a single buildable lot according to the City of Edmonds short
plat number S-21-81, Planning will sign off of the proposed Rixmann residence while the City of
Edmonds continues to pursue the taxing district issue with Snohomish County.
