This letter is to inform you that I personally made an attempt to get permission from B.N.S.F.
(Burlington Northern Santa Fe Railroad) to use their property for drainage discharge for the
Chang Residence at 17134 Talbot Road. In approximately October of 2012 I had several phone
calls to discuss this option. I was directly told by their representative that they are "not
interested" in allowing the Chang's to have the requested drainage rights, even though there was
an existing building in place. I made attempts to explain reasons why they should be allowed but
was continually refused as they mentioned their concern about the impact on their railroad.

Dear Jennifer Lambert,
We would like to inform you that after our meeting on July 5th, we
made a lot of phone calls to B.N.S.F. Railroad Company for seeking the
possibility of acquiring their permission even though they have rejected
my representative, Jonathan's request last year. We finally got to talk
with the storm water environmental department through the phone at (206)
6256037. They replied that they were not sure about our situations but it's
almost impossible to get the permission of discharging the storm water to
their property. They strongly suggested us to use other options instead of
fighting for the permission.
We feel deeply song for unable to get the permissions from either
BNSF railroad company or our two neighbors. There's only hope if you
and your team will allow us to install an infiltration system (drip and rain
garden) on our property. Your favorable consideration on this matter will
be highly appreciated.

To whom it may concern:
I do not give my permission for my neighbor Lieh-Ching Chang to tie into my drain line.
I originally agreed that they could tie into the line, but now that 1 understand the time, cost, and
inconvenience involved with making this happen, I am not willing to let them connect to my drain pipe.

Dear Jackie and Gloria:
Since our earlier discussions regarding a possible drainage easement through our property,
we have consulted with an engineer who advises that it would not be in our best interest to do
so. Specifically, we are concerned that such an easement may have a detrimental effect on
our vested property rights with the BNSF railroad and the additional impact that additional
trenching would have on our front yard's stability and landscaping. We are very sorry for
this inconvenience and if there is anything else Letie and I can do to help you in your project
