I am writing to notify you of pending redevelopment activities at the Mar-Vel Marble site at 202 Main Street in
Edmonds, Washington (Facility Site ID 34293635, Cleanup Site ID 1565). The City of Edmonds is requesting, as part of the
SEPA process, that the Washington State Department of Ecology (Ecology) be notified of the planned redevelopment.
Zipper Geo Associates (ZGA) has been authorized and retained by the property owner, Mary Olsen Trust, to address the
limited quantity of adversely -affected soils that remains on the site as a function of past site uses. Previous subsurface
investigation and remedial efforts performed by others in the 1990s were not able to completely address the impacts
due to access limitations presented by the presence of the existing building. Demolition of the building is planned for
this month, after which site characterization activities will be completed in accordance with Chapter 70.105 D RCW, and
its implementing regulations, the Model Toxics Control Act (MTCA), Chapter 173-340 WAC.
Subsequent to site characterization/remedial investigation, remedial activities will be performed concurrently with
earthwork phases of construction associated with the redevelopment of the site. Due to the current lengthy Voluntary
Cleanup Program (VCP) enrollment and opinion turnaround times at Ecology's Northwest Regional Office, the site
characterization, remedial investigation, and remedial action will be performed as part of an Independent Cleanup, with
enrollment in Ecology's VCP Program, which includes the submittal of all relevant documents. The ultimate objective of
remedial action and VCP enrollment is to obtain a written opinion of No Further Action (NFA) for the property/site.
