ENVIRONMENTAL CHECKLIST
Purpose of Checklist.
The State Environmental Policy Act (SEPA), chapter 43.21 C RCW, requires all governmental agencies to consider the environmental
impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with
probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help
you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to
help the agency decide whether an EIS is required.
Instructions for Applicants:
This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this
checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer
the questions briefly, with the most precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer
the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if
a question does not apply to your proposal, write "do not know" or does not apply". Complete answers to the questions now may
avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if
you can. If you have problems, the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of
land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you
submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there
may be significant adverse impact.

For nonproject proposals complete this checklist and the supplemental sheet for nonproject actions (Part D). the lead agency may

Earth
a. General description of the site (circle one): Flat, rolling, hilly, steep slopes, mountainous, other:
Topography is mildly to moderately sloping from west north/west to east south/east, where it abuts hwv 99.
Highest elevation is approximately 379, and the lowest is approximately 354. The site has been improved with
buildings, driveways, and parking areas that generally range in slope from 0% to 10%, with a majority of paving
slopes less than 5%.

The steepest slopes occur from man-made slopes, part of previous development on site. Short rockery
retaining walls exist up to approximately 4' — 6' tall at north property line nearest the Mazda Service Center
A concrete block wall will retain the slope of the upper gravel parking lot west of the Mazda Service Center.

Soils report by Golder Associates dated August 7, 2015, updated June 23, 2017, indicates 2' — 5' of fill over
glacial till, over outwash
sand and gravel, in the construction area.

This project affects approximately 2 acres of a 4.12 acre site, where the majority of the earthwork will ocuur. The
purpose of the excavation will be to establish sub grade for foundations and revised parking areas. Total fill
onsite is anticipated to be approximately 1400 cubic yeards. Total cut is anticipated to be approximately 300
cubic yards. Fill will be generated from onsite soils, if suitable. A legal locally sourced gravel pit will provide
imported fill material if necessary.

Both the Mazda and Hyundai structures will be expanded over existing paved areas. Storm water retention is
accommodated by underground vault currently under construction for Mazda Sales buildingunder nderprior review
and permit. Areas of the site will be stabilized with improvements, including buildings, paving, and landscaping

Runoff will be mitigated and discharged to man-madep�pe system. During construction BMPs from DOE's
Stormwater management manual for western Washington will be implemented. Construction Stormwater
discharges will be monitored prior to discharging from the site.

Erosion control systems will be implemented throughout the construction process until the site is stabilized. All
temporary erosion and sedimentation control (TESL) requirements will be in compliance with Vol. 2 of the
2012 DOE SWMM. A TESC plan for the site will be provided to protect off -site properties, the site subgrade, and
to prevent sediment laden water from entering the public storm system. The existing facilities will be protected
from construction runoff by proper site grading silt fences, inlet protection, swales, and additional measures as
required. Permanent stormwater detention will be provided via combined infiltration/detention vault currently
under construction on the Mazda Sales site under construction permit BLD 20171119.

The developed stormwater management system will comply with the city of Edmonds code, per the 2014

Washington State Department of Ecology The project will trigger large project drainage review,
requiring a stormwater management design that addresses minimum requirements 1-9. Surface water will
be collected from the project area in catch basins for stormwater from parking and landscape surfaces and
roof leader from the building areas. Stormwater will be conveyed in new stormwaterp�ping to a
centralized water quality treatment system. Then, flow into a combined infiltration/detention vault currently
under construction on the Mazda Sales site, which was reviewed and permitted under BLD20171119, and
which has surplus capacity.
Ultimately the detention system will overflow to the public storm main located on the west side ofHWY
99. A small area, the fire lane, is anticipated to be too low to be connected to the new stormwater facilities.
Stormwater from this area is anticipated to be treated as bypass for flow control and will have a stand-
alone water quality treatment facility to treat Stormwater prior to discharging from the site.
