The following are the responses to the permit plan drawing set comments received from Leif
Bjorback, Building Official at the City of Edmonds, in regard to non- structural elements of the
design. Each revision is shown clouded and enumerated with a triangle symbol #1 on the
drawings, as follows below. Please note that there are also revisions on the site plan A1.0 sheet
with a similar call out that refer to revisions requested by the Planning Division.
1a) The site plan shows the footprint area only. The new construction per floor is shown
on the Floor Area table on A2.0. Dimensions for the existing building are also shown on
the demolition plans as is the total area of demolition.
1b) A Floor Area table has been provided on A0.0 and the building area updated in the
Project Information section.
2) A dimension between the east wall face of the building has been added to delineate
the distance to a recent lot line adjustment on A1.0. All other dimensions from building
face to the nearest property lines have been provided.
3) A note on A0.0 has been added to state that the building will be provided throughout
with an automatic fire sprinkler system compliant with NFPA13.
4) Structural design and details of the pergola are shown on A1.0, drawings 5, 6, and 7.
5) An accessible route, as shown on A1.0, will be achieved from Highway 99, with access
through the new Mazda Sales building utilized as a means to make up the substantial
grade from that street to the Mazda Service Center. The accessible route will make use
of the entrance at the sidewalk entrance at the south east corner of the Mazda Sales
building, the adjacent elevator, the level accessible route thru the second level of the
building, and the accessible surface route via the accessible parking stalls west of the
Mazda Sales Center to connect to a cross walk that brings the visitor to the Mazda
Service Center accessible entrance.

6) The same accessible route described above will connect the Mazda Service Center to
the Mazda Sales building.
7) IEBC sections 410.5 and 410.7 apply to the addition and alteration of the second floor
and requirements for accessibility to a primary function. Exception 1 under section
410.7 restricts the costs of providing the accessible route to 20% of the costs of the
alterations affecting the area of primary function. As neither a ramp or walking surface
is technically feasible without rendering a significant portion of the second story
unusable, the only remaining alternative is a LULA elevator. According to a local elevator
vendor, the cost of installing a LULA elevator for this circumstance would be between
$55,000 and $60,000. The total approximate cost of the 900 SF addition would be at
minimum equal to $90,000. The cost of the elevator therefore exceeds 20% of the
alterations.
8) A note has been added to A0.2 indicating the requirements for air leakage testing.
9) The accessible parking area south of the building has been revised to include an
accessible van stall, associated signage, and crosswalk to the building as shown on A1.0.
10) a striped crosswalk has been added to Site Plan A1.0 between the accessible parking
and the entrance on the south end of the building
11) The grade difference at the wall, as per the civil drawing elevation call outs, does not
exceed 1.63' at any point along the wall. As such the guardrail exists as a means to
visually identify the grade change but is not required to comply to IBC guardrail criteria
for height and opening limitations. See 2/A1.0.
12) The exterior stair shown on 3/A1.0 has been revised to show handrail and guardrail
requirements per sections 1014 and 1015. A call out for handrails on both sides of the
stair is shown on the second -floor plan drawing on A2.3.
13) Safety glazing for the side-lite next to door D10 is shown on the elevation on A2.3.
14) Handrail dimensional information has been added to A2.1 for stairs between the
Service Bays and Service Hall and stair to the second floor. Sheet A2.3 shows the
handrail extensions at the top of the interconnecting stair.
15) The stair between the upper and lower Service Bays has been deleted as shown on
sheet A2.1.

16) Roof ventilation calculations and notes for the sloped portion of the roof are shown
on A2.5. The non -ventilated low slope roof areas are revised to show a layer of rigid
insulation and vapor barrier above the roof sheathing per 1203.3.5.1.2 and as noted on
all wall section drawings where this condition occurs on sheets A3.1 and A3.2.
17) Secondary roof drains, adjacent to drain lines, are shown on A2.5.
18) Wall section 2/A3.1 has been revised to show the handrail with required extension
and height dimensions.
19) Drawing 2/A5.0 has been revised to show counter height as 34" AFF.
20) The dimensions for toilet seat height, knee clearance, and bench are delineated on
elevation drawings 3,4, and 5 on A5.0.
21) Dimensions regarding required criteria for the ramp is shown on sheet A2.1 as well
as 8/A5.0.
22) The project complies with the WSEC for semi heated spaces using the Component
Performance approach. As such vestibules are not required for semi heated spaces.
23) The calculations under the Component Performance approach documented on A0.2
does not include a thermal break at the slab edge insulation in order to demonstrate
compliance. The rigid foam under slab insulation does not have to extend to the top of
the slab or to the top of the footing as a result.
