INTRODUCTION
TheCityofEdmonds(City)planstoimproveitswaterfrontwith300feet(91m)ofwalkwayandanew
parkinglotattheexistingSeniorCenter.Additionalproposeddesignelementsincludeapotential
communitycenterbuildingandshorelinerestorationwork.TheCityretainedBarkerLandscape
Architects(BLA)todesignthewaterfrontprojectandobtainthepermitsnecessarytobringtheproject
toconstruction.BLAaskedSWCAEnvironmentalConsultants(SWCA)tocompleteaculturalresources
assessmentoftheprojecttosupport.\[!ƭdesignandpermittingeffort.Theprojectareaispaved,and
SWCAdoesnotplantoconductsubsurfaceinvestigationsduringthispreliminaryphaseoftheproject.
Instead,SWCAwillarchaeologicallymonitorgeotechnicalboreholeexcavationstobedrilledbyLandau
Associates(Landau).
SWCApreparedthisCulturalResourcesMonitoringandDiscoveryPlan(MDP)fortheproject,the
provisionsandprotocolofwhichwillbefollowedduringboreholedrilling.Implementationofthisplan
willreasonablyensurethatanyarchaeologicalresourcesorhumanremainsthatmightbeencountered
intheprojectareaduringboreholedrillingareproperlyidentifiedandappropriatelytreatedin
accordancewithstateandfederalheritagelaws.Treatmentofanyidentifiedarchaeologicalresources
wouldbedeterminedthroughconsultationamongtheWashingtonStateDepartmentofArchaeology
andHistoricPreservation(DAHP),theCity,theWashingtonStateRecreationandConservationOffice
(RCO),theWashingtonStateDepartmentofEcology(Ecology),andtheaffectedTribes;andmayrequire
aDAHPissuedarchaeologicalexcavationpermit.SWCAanticipatesthattheUnitedStatesArmyCorpsof
Engineers(USACE)willbeinvolvedwiththeprojectasittransitionsfromdesigntobuildphaseinthe
future,butUSACEwillnotbeinvolvedwiththeprojectduringexploratoryboreholedrilling.
Project Location and Description
TheprojectisinEdmonds,SnohomishCounty,WashingtoninSection23,Township27North,Range3
East,WillametteMeridianat220RailroadAvenue(Figure1).Severalboreholeswillbedrilledatthe
EdmondsSeniorCentertoaidindesignofawalkway,parkinglotimprovements,apotentialnew
communitycenterstructure,andpossibleshorelinerestoration(Figure2).Landauintendstodrill
betweentenandtwelveexploratorygeotechnicalboringstoatleast10feet(3m)belowthesurface.
SWCAwillmonitorthegeotechnicaldrillingtoinspectthesedimentsamplesforculturalresources
followingtheprotocoloutlinedinthisMDP.
Regulatory Context
TheprojectislikelytoreceivefundingfromRCO,aswellasWashingtonStateparkimpactfeesandReal
EstateExciseTax(REET)funds.AStateEnvironmentalPolicyAct(SEPA)checklistwillbefiledfora
ShorelinePermitandtheprojectwillprobablyalsorequireotherpermitsfromEcology.SEPArequires
projectproponentstoidentifyanyplacesorobjectsonoradjacenttotheprojectthatarelistedin,or
eligiblefor,national,state,orlocalpreservationregisters,andtoidentifysitesofarchaeological,
scientific,orculturalimportanceinoradjacenttotheproject.Projectproponentsarerequiredto
describeproposedmeasurestoreduceorcontrolimpactstothoseplaces,objects,andsites.

TheprojectissubjecttootherWashingtonstatelawspertainingtoculturalresourcesincludingthe
ArchaeologicalSitesandResourcesAct(RCW27.53)andtheIndianGravesandRecordsAct(RCW
27.44),aswell.TheArchaeologicalSitesandResourcesAct(RCW27.53)prohibitsknowinglyexcavating
ordisturbingprehistoricandhistoricalarchaeologicalsitesonpublicorprivatelandwithoutapermit
fromDAHP.TheIndianGravesandRecordsAct(RCW27.44)prohibitsknowinglydestroyingAmerican
IndiangravesandrequiresreintermentundersupervisionoftheappropriateIndianTribefollowing
inadvertentdisturbance.Inordertopreventthelootingordepredationofsites,anymaps,records,or
otherinformationidentifyingthelocationofarchaeologicalsites,historicsites,artifacts,orthesiteof
traditional,ceremonial,orsocialusesandactivitiesofIndianTribesareexemptfromdisclosure(RCW
42.56.300).
TheprojectisexpectedtorequireapermitfromtheUnitedStatesArmyCorpsofEngineers(USACE)
duringtheconstructionphase.AlthoughtheUSACEwillnotbeinvolvedwithboreholedrilling,USACE
willlikelybecometheleadfederalagencyforthisproject.Therefore,theprojectwillbesubjectto
federallaws,includingtheNationalHistoricPreservationActof1966\[16U.S.C.§§470470x\].TheNHPA
requiresfederalagenciestoidentifyandassesstheeffectsoftheirundertakingsonhistoricproperties.
HistoricpropertiesarethosethatarelistedinoreligibleforlistingintheNationalRegisterofHistoric
Places(NRHP)andmayincludebuildingsorotherstructures,archaeologicalsites,andtraditional
culturalproperties.ToqualifyforlistingintheNRHP,adistrict,site,structure,building,orobjectmust
generallybe50yearsofage,possessintegrityofphysicalcharacteristics,andmeetatleastoneoffour
criteriaofsignificance(36CFR60.4)atthenational,state,orlocallevel.TheUSACEhasitsown
regulationsformeetingitsresponsibilitiesundertheNHPA(33CFR325,AppendixC).Sitesthatare
importantenoughtoprotectortomitigatearetermedͻķĻƭźŭƓğƷĻķhistoricƦƩƚƦĻƩƷźĻƭͼbyUSACE.A
designatedhistoricpropertyislistedinoriseligibleforlistingintheNRHPbymeetingthesamecriteria
discussedabove.TohelptheCityandtheUSACEcomplywiththeNHPA,SWCAwillprepareitscultural
resourcesassessmentreportdetailingtheresultsofarchaeologicalmonitoringofboreholedrillingto
USACEstandards.
ThepurposeofarchaeologicalmonitoringofthegeotechnicalboreholesistoadviseBLA,DAHP,RCO,
Ecology,andUSACEofthepotentialforburiedarchaeologicalmaterialtobepresentwithintheproject
area.
Cultural Context and Potential for Discovery
Thissectionfocusesonpertinentinformationaboutthearchaeologicalsettingoftheprojectareatoaid
inevaluationofintactculturaldepositsshouldanybeencounteredduringprojectconstruction.
SWCAconductedapreliminaryrecordscheckattheDepartmentofArchaeologyandHistoric
tƩĻƭĻƩǝğƷźƚƓƭ(DAHP)WashingtonInformationSystemforArchitecturalandArchaeologicalRecords
Data(WISAARD)whilepreparingthisMDP.Noculturalresourceshavebeenpreviouslyidentifiedinthe
immediateprojectarea.TheEdmondsSeniorCenterat220RailroadAvenueinEdmondswasrecorded
asanhistoricalbuildinganddeterminednoteligibleforlistingintheNationalRegisterofHistoricPlaces
(NRHP)(White2013).
Reviewofavailablearchaeological,historical,andgeologicaldatacollectedfromtheprojectvicinity
showsthatthereislowtomoderatepotentialforencounteringsignificantprecontactculturalresources
intheprojectareaandmoderatetohighpotentialforencounteringsignificanthistoricalcultural
resourcesintheprojectareaduetothenaturalandculturalsetting.Geologyintheprojectareais
mappedasͻƒğķĻƌğƓķͲͼadesignationusedwhenasubstantialamountoffillhasbeenaddedtoanarea
toraiseitselevation(Minard2013).Organicrichnaturallydepositedsedimentsareexpectedtobe

encounteredbelowfillatapproximately8feet(2.4m)belowthesurfaceintheprojectareabasedon
logsfromnearbyborings(Ronish1993).
Earlyhistoricalmapsshowthattheprojectareawaspartoftheintertidalzonepriortohistorical
developmentoftheshoreline(USCoastSurvey1872).Thenorthwesthalfoftheprojectareawas
inundated,whilethesoutheasthalfoftheprojectareawaspartofasaltmarshenvironment.Streams
drainedthehillsidetothesouthandeastoftheprojectareaandemptiedintoPugetSoundjustnorth
andsouthoftheprojectarea(Figure3).Thecreeksfedalargelagoonandassociatedwetlandsthat
weresouthoftheprojectareapriortohistoricalfilling.Themouthsofthesecreeks,aswellasthesand
spitandbeachesthatprotectedthelagoonwouldhavebeenattractivelocationsforcampsorvillages
duringtheprecontactor
ethnohistoricperiods.Theprojectareawouldhavebeenresourcerichand
usedforprocurementofplantsandanimals.Typicalarchaeologicalmarkersofpastprecontacthuman
activityincludefiremodifiedrock(FMR),animalbone,concentrationsofshell,groundandflakedstone
toolsandflakedstonetoolmakingdebris,burnedearth,cordageorfiber,organicallystainedsediments,
charcoal,ash,andexoticrocksandminerals.Iftheseitemsweretobeidentifiedinprimarycontextin
theprojectarea,theywouldlikelybeconsideredsignificantduetotheirpotentialtoinformonpast
lifeways.
GeorgeBrackettfoundedthetownofEdmondsinthe1870sandstartedthefirstshinglemillonthe
waterfrontin1889(Cloud1953).MillingwasanextremelyimportantindustryinhistoricalEdmonds.
Severalshinglemillsexistedalongthewaterfrontby1909,includingtheC.L.Wiley&Sonsmillinthe
projectarea(Figure4)(SanbornMapCompany1909).TheGreatNorthernRailroadreachedEdmondsin
1891,andby1910,eightpassengertrainswerestoppinginEdmondsdaily.By1926,theshinglemillin
theprojectareawasrunbytheQualityShingleCompany,whichexpandedthepreviousfacilityoverthe
nextdecade(Figures5and6)(SanbornMapCompany1926,1932).UseoftheEdmondswaterfront
shiftedfromindustrialtocommercialinthe1940sand1950s,andtodayitiszonedformixeduse.Thick
depositsoffillwithsomepotentialforpreservedhistoricalsurfacesandremnantsofhistoricstructures
areexpectedintheprojectareaasaresultofhistoricalactivitiesanddevelopmenthistory.
Historicperiodsites,ifpresentintheprojectarea,areexpectedtoberelatedtoshinglemilling,
railroads,orlogging,andassociatedcampsandstructures.Typicalmarkersofsignificanthistoricperiod
humanactivitymayincludedepositsofdomesticrefuse,suchasbottles,ceramics,andcansandintact
structuralremainssuchasbuildingfoundations,boardwalks,orotherstructuralelements.Anexample
ofthetypeofhistoricalarchaeologicalmaterialsthatcouldbeintheprojectareaistheEdmondsStation
artifactscatterandfeaturesidentifiedat45SN574acrosstherailroadtracksfromtheprojectarea.
Historicalartifactsassociatedwithaburiedsurfacewithinfillwereobservedbetween1.5and6feet(45
and180cm)belowthesurface(Shantry2011).TheartifactsweredepositedaroundtheGreatNorthern
Railroad'sSectionForeman'shouse,builtin1917.
Ifculturalresourcesarepresentintheprojectareaandadverseeffectstopotentiallysignificanthistoric
propertiescannotbeavoidedduringconstruction,thenmitigationwilllikelybenecessary.SWCA
recommendsthattheselectedconstructioncontractorhavecontingenciesfordelaybuiltintobid
documentsincaseofapotentiallysignificantdiscovery.
Briefing
TheArchaeologicalMonitorwillbriefkeypersonnelfromBLAanditscontractorsonprojectspecific
culturalresourceissuespriortothegeotechnicalinvestigation.Thebriefingwillincludeinformationon
thelegalcontextofculturalresourcesprotectionandontheprecontact,ethnographic,andhistorical

culturalresourcesthatmaybepresentintheprojectarea.Theprimarygoalofthepreconstruction
briefingistofamiliarizeconstructionpersonnelwiththeprocedurestobefollowedintheeventthat
potentiallysignificantculturalresourcesarediscoveredduringboreholedrilling.Thebriefingalso
providesanopportunityforthecrewtodiscussthescheduleandtoupdateandexchangecontact
information.
MONITORING AND DISCOVERY PLAN
Thefollowingmonitoringplanestablishespolicies,responsibilities,chainofcommand,andprocedures
toensurethatanyculturalresourcesorhumanremainsencounteredduringdrillingareproperly
identifiedandappropriatelytreated.Contactinformationforthepersonnelreferencedinthefollowing
sectionsisappendedattheendofthisMDP.
Monitoring Procedures
TheArchaeologicalMonitorwillbeaprofessionalarchaeologistthatmeetsorwillbedirectlysupervised
byaprofessionalarchaeologistthatmeetstheSecretaryoftheLƓƷĻƩźƚƩƭProfessionalQualification
StandardsinArchaeology(48FR44738).TheArchaeologicalMonitorwillbepresentduringalldrillingin
areasandatdepthswithpotentialforculturalmaterialstobeencountered.TheArchaeologicalMonitor
willobserveexcavatedsedimentsatregularintervalsandexaminedrillcuttingsandspoils.Interval
spacingbetweensampleswillbedeterminedbythedrillersandoverseeingengineeringor
environmentalgeologists.SampleswillberecordedbytheSWCAmonitoronastandardwrittenborelog
depictingtheverticaldepositionalsequence.Digitalphotographswillbetakenofeachsample.The
ArchaeologicalMonitorwillberesponsibleformaintainingdailyworkrecordsanddocumentingany
discoveries.TheArchaeologicalMonitorwillusediscretiontodeterminewhenarchaeological
monitoringofboreholedrillingisnolongerneeded.Ascurrentlyplanned,SWCAexpectstomonitorall
oftheboreholestodepth.
TheArchaeologicalMonitorwillensurethateveryreasonableeffortismadetodocumentarchaeological
resourcesinadvertentlydiscoveredduringboreholedrilling.TheArchaeologicalMonitorwillbeallowed
todocumentanydiscoveryofprecontactorhistoricalarchaeologicalmaterialsexposedduringboring.
Intheeventthatpotentiallysignificantarchaeologicalresourcesareidentifiedduringarchaeological
monitoringofdrilling,theArchaeologicalMonitorwillrequestapauseindrillingwhilenotificationsare
madeandtreatmentmeasuresarediscussedbytheconsultingparties.Collectionofarchaeological
materialsbyanyemployee,constructionpersonnel,orotherstaffwithaccesstotheprojectwhoisnota
professionalarchaeologistisprohibitedbystatelaw(RCW27.53).
ItistheresponsibilityofBLAoritsrepresentativecontractortoproperlynotifytheArchaeological
Monitorinadvanceofdrilling.TwoǞĻĻƉƭnoticeisrequiredtoscheduletheArchaeologicalMonitorat
thestartoftheproject.AffectedTribeswillbenotifiedabouttheworkschedulebySWCAbecausetribal
monitorsmayalsowanttobepresentduringdrilling.TheArchaeologicalMonitorrequestsatleast48
ŷƚǒƩƭnoticeofschedulechangesoncetheprojectisinprogress.
Cultural Resources
Thefollowingstepsoutlinetheprocessesthatwilloccurshouldpotentiallysignificantarchaeological
resourcesbeidentifiedduringboreholedrilling.Intheeventofanarchaeologicaldiscovery,the

1.Ifapotentiallysignificantarchaeologicalresourceisdiscovered,thentheArchaeological
Monitorwillidentifythenatureofthediscoveryandconductapreliminaryevaluation.
2.IftheculturalresourceisrelatedtoNativeAmericanactivitiesorinvolvesconcentrationsof
historicalmaterials,thenworkwillhaltandtheArchaeologicalMonitorwillnotifyBLA.BLAwill
notifyDAHP,theaffectedTribes,RCO,Ecology,andtheCity.
3.TheArchaeologicalMonitorwillfullydocument,onstandardforms,allprecontactand
historicalculturalmaterial.Documentationmethodsmayincludephotographs,sketches,scaled
drawings,andwrittendescriptions.Samplesmaybetakenforidentificationoranalysisbya
specialist,butthediscoverywillnotexcavatedintoagainwithoutfirstobtaininganemergency
excavationpermitfromDAHP.TheContractorwillensurethatsufficienttimeisgrantedto
evaluatethediscoveryandplananyneededadditionalinvestigations.
4.TheMonitorwillensurethatBLAandtheCityarefullybriefedonthediscovery.Documentation
ofthediscoverywillbeforwardedtoBLA.BLAwillsubmitculturalresourcesdocumentationto
DAHP,theaffectedTribes,andprojectrepresentativesatRCOandEcology.DAHPwillconsult
withtheCity,theaffectedTribes,andprojectrepresentativesatRCOandEcologyto
determine
nextsteps.Drillingmaynotproceeduntiltheconsultingpartieshaveconcludedthatfurther
constructionactivitieswillnotadverselyaffecttheculturalresource.
5.Ifthediscoveryisconsideredsignificantandcannotbeavoided,thentheCitywilldevelopa
mitigationplaninconsultationwithDAHP,theaffectedTribes,RCO,andEcology.Mitigation
mayincludefurtherarchaeologicalinvestigationsintheformoftestunitordatarecovery
excavations.Anyadditionalwork(includingarchaeologicalorprojectexcavations)withinan
archaeologicalsiteboundarywouldlikelyrequireaDAHPpermit,asoutlinedinRCW27.53,
unlessUSACEisinvolved.
6.AreportdescribingtheresultsofarchaeologicalmonitoringwillbesubmittedtoBLAatthe
conclusionoftheexploratoryborings.BLAwillforwardthereporttotheCity,andtheCitywill
distributethereporttoDAHP,theaffectedTribes,RCO,andEcology.TheCitycanalsosubmit
theassessmentreporttotheUSACEastheprojectprogresses.Ifapplicable,thereportwill
includeaWashingtonStateArchaeologicalSiteInventoryFormwithmaps,photographs,and
descriptionsofculturalmaterialsidentifiedduringarchaeologicalmonitoringofconstruction
excavation.
7.DAHPwillinformtheCitywhenitissafeforBLAanditsContractortoresumedrilling.The
drillingContractorwillensurenogrounddisturbancewithpotentialtointersectthecultural
resourceoccursuntilnoticetoproceedisreceived.
8.TheCitywillberesponsibleforfinalcurationofanysignificantarchaeologicalmaterialscollected
duringarchaeologicalmonitoringofboreholedrilling.
Human Remains
Ifanypotentialhumanremainsorfuneraryobjectsarediscoveredintheborings,thenalldrillingwill
ceaseimmediatelytoallowtheArchaeologicalMonitortoconductapreliminaryanalysis.The
ArchaeologicalMonitorwillverifythatanybonesarehuman.Theareaofdiscoverywillbeprotected
andifnecessary,.\[!ƭContractorwillprovidesecurityinordertosafeguardtheremains.Iftheremains
aredeterminedtobehuman,orpossiblyhuman,thenthefollowingprotocolwillbefollowed:

1.TheArchaeologicalMonitorwillnotifyBLA.Theremainswillbecoveredwithaclothortarpand
noone,withtheexceptionoflawenforcement,anarchaeologist,orTribalrepresentative,may
touchorphotographtheremains.
2.Uponreceivingnotice,BLAshallimmediatelynotifytheCity,theEdmondsPoliceDepartment,
andtheSnohomishCountyMedicalExaminer.TheCitywillrequestthattheMedicalExaminer
determineiftheremainsareforensicornonforensic.
3.ContemporaneouswithnotifyinglocallawenforcementandtheMedicalExaminer,theCitywill
alsonotifyDAHP,theaffectedTribes,RCO,andEcology.SWCAcanassisttheCitywiththese
notifications,ifneeded,withapprovalfromBLA.
4.IftheMedicalExaminerdeterminesthattheremainsareforensic,thenthepolicewilltake
jurisdictionovertheremains.
5.IftheMedicalExaminerdeterminesthattheremainsarenonforensic,thenDAHPwilltake
jurisdictionovertheremains.TheStatePhysicalAnthropologistwillmakeadeterminationifthe
remainsareNativeAmericanorƓƚƓΑbğƷźǝĻAmerican,andreportthatfindingtotheaffected
parties.DAHPwillhandleconsultationastothefuturepreservation,excavation,anddisposition
oftheremains,unlesstheUSACEbecomesinvolvedintheprojectandtakesleadagencystatus.
6.DAHPwillinformtheCitywhenitissafeforconstructiontoresume,andtheCitywillinformBLA
ofnoticetoproceed.BLAwillpassnoticetoproceedontoSWCAandthedrillingContractor.
TheContractorwillensurenoworkwithpotentialtointersecttheremainsoccursuntilnoticeto
proceedisreceived.
7.SWCAwillprepareafinalreportthatdescribesthediscovery,notificationofaffectedparties,
stepstakeninresponsetothediscovery,andthefinaldispositionoftheremains.Thisreport
canbecompletedinconjunctionwiththeculturalresourcesassessmentreport,unless
otherwiserequested.Ifapplicable,thereportwillincludeaWashingtonStateArchaeological
SiteInventoryFormwithmaps,photographs,anddescriptionsofthehumanremainsthatwere
identifiedduringexcavation.
INADVERTENT DISCOVERY
Aninadvertentdiscoveryisnotanticipatedduringboreholedrillingbecauseanarchaeologicalmonitor
willbeonsiteduringboreholedrilling.However,ifculturalresourcesareidentifiedwhenthe
ArchaeologicalMonitorisnotpresent,itwillbetheresponsibilityoftheContractortocontactBLAto
haveanarchaeologistevaluatethediscovery.Whilewaitingforanarchaeologisttoarrive,the
Contractorwillsecureandprotectthediscovery.Onceanarchaeologistarrives,theywillfollowthe
