SUBJECT: Request for Exemption from Sidewalk Requirements at 7211 and 7217
Meadowdale Beach Rd for Emerson and Culver
Mr. Steward,
The City has reviewed your request for sidewalk exemption received December 1, 2006.
Sidewalks are required along the property frontage of Meadowdale Beach Road per ECDC
18.90.030, however, you have requested exemption from this requirement for reasons
stated in the attached letter.
After further review of the City's sidewalk plan, site topography and the reasons in which
you have stated the construction of sidewalks to be impractical, the City has found it
reasonable to require the construction of sidewalks as a condition of development
approval.
• Meadowdale Beach Road, between 76t" Ave W and Olympic View Drive, has been
identified on the City sidewalk plan as a street in which sidewalks are to be
constructed on one side of the street.
• A determination has been made that when funds become available, a City project
will most likely construct sidewalks on the North side of Meadowdale Beach Road,
which is the same side in which your property fronts.
• Widening of the existing roadway is a typical requirement of sidewalk construction
and does not make this project impractical.
• Storm improvements are also a typical requirement of sidewalk construction and
does not make this project impractical.
• Retaining walls should not be needed to construct the sidewalk.
• Sidewalks can be constructed to City of Edmonds standards.
Therefore, sidewalks, curb and gutter will be required as a condition of building permit
approval for the single family residences at 7211 and 7217 Meadowdale Beach Road.
Sidewalks shall be asphalt and constructed 5' wide with concrete curb & gutter. Face of
curb shall be placed 12' from painted centerline along Meadowdale Beach Road.

RE: Emerson & Culver /7211 & 7217 Meadowdale Beach Road
Application # 20060553 & 20060554 (old 05-446 & 05-447)
The purpose of this letter is to eliminate the sidewalk, curb and gutter along lots 1 and 2 frontage with
Meadowdale Beach road. I believe that it would be impractical to construct the sidewalk, curb and gutter
for the following reasons:
1. Meadowdale Beach road is a 2 lane asphalt surfaced roadway that is only 18 feet wide with 9 feet wide
lanes going in each direction. This is substandard width. At some point the road may be widened and if a
sidewalk, curb and gutter were there they would need to be removed.
2. The roadside ditch has its flow line about 18 feet from the centerline of Meadowdale Beach Road.
If a sidewalk were placed 11.5 feet back from the existing Centerline of Meadowdale ( for standard 11 foot
wide lanes) then the rear of the side would be at 16.5 feet from the road centerline. This leaves only 1.5
feet to the ditch centerline. If the sidewalk were placed at the edge of the existing 9 foot lane then the
back of the sidewalk would be 14.5 feet from the road centerline which places the rear edge of the
sidewalk at 3.5 feet from the center of the ditch. However, this option would put the sidewalk in an area
where it could eventually be removed to make way for a wider road.
3. If the sidewalk were places with its back edge on the right of way line then there would be some cut
involved and a retaining wall would need to placed. Since it is necessary to preserve the wetlands this cut
would have the tendency to drain the front yards of lots 1 and 2. This is caused by the exposed earth and
the drain that is normally installed behind the retaining wall.
4. Going uphill along the same road there is a fairly recent home on the same side of the road which
does not have a sidewalk in front of it.
