City of Edmonds Mitigation Update

This memorandum summarizes the updated mitigation analysis for the addition of the mezzanine as
seating area when before it was mechanical space. The site is still located at 190 Sunset Avenue S in
the City of Edmonds and will now consist of a total square footage of 1,940 SF (1,611 SF first floor
+ 323 SF mezzanine). Mitigation fees have previously been paid for 1,764 SF of Donut Shop with
Drive Thru Lane and Indoor Seating. This fee was calculated at $6.02 per SF for a total of
$10,620.00.
No credit was granted for the 8,200 SF (per City records) of previously permitted Shopping Center
that had been demolished. This credit should have been for $7,626.00 but was not granted to the
development. The development will not change any of the four access points to the existing parking
shared lot.
Mitigation Fees
If credit for the shopping center is was now granted no new traffic mitigation fees would apply.
However, as the building permits have been pulled and the mitigation fees should be vested to that
time the calculated rate of $6.02 per SF would still apply. This rate was calculated in the October
28, 2015 Memorandum from Gibson Traffic Consultants.
The new square footage from what has not previously been mitigated for is 176 square feet (1,940
SF total SF — 1,764 SF paid fees for). This square footage would have $1,059.52 in additional
mitigation fees if the shopping center credit isn't granted.
