MK8 - Request for Work Hours Variance, Early Start.pdfE-1 11 E-11 r] FORMA CONSTRUCTION September 26, 2017 City of Edmonds Development Services Department Attn: Kristin Johns 121 5th Ave N Edmonds, WA 98020 RE: Madrona School Replacement Project Request for Variance — Early Start on Weekday Permit # BLDG20170041 Dear Kristin, FORMA Construction respectfully requests an early work start variance for the following two (2) days: 1. Monday, October 2"d, 2017: variance for 5:00am 2. Monday, October 9th, 2017: variance for 5:30am FORMA was notified today that there is a lack of available concrete service to our Madrona School Replacement project located at 9300 236th Street SW, Edmonds, WA 98020. The only availability for service to our site within the next two (2) weeks are the dates and times provided above. In addition to the attached completed Work Hours Variance Request — Form B, please also review the following for compliance with the type 1 permit variance procedures: 1. Public Convenience: If approved, the variance will not cause any delay to public transportation, services or otherwise. 2. Public Safety: If approved, starting earlier will improve public safety. There will be less construction vehicles in the public right of way during the morning "rush" hours. 3. Public Exposure: If approved, there would be no additional exposure. The project site is in a residential area, a short drive off of an arterial. The site is surrounded on 3 sides by large timber and heavy vegetation. The existing school building is located near the collector road. The new building site (where variance work would take place) is located behind the existing school. These factors create a respectful sound protection buffer to the adjacent properties and neighborhood. 4. Public Cost: This project is a public works project. If the variance is allowed, there are no cost impacts to the project. If denied, there would be schedule impacts which could incur additional costs for delay recovery. 5. Reasonable Steps: FORMA proposes to only operate the necessary equipment and staff onsite to perform the concrete placement work under this variance request. Equipment will be located strategically as to minimize movements and back-up safety sounds on equipment. No other trades or equipment will be operated during the requested time variance period in effort to limit sound impacts. Other trades and equipment would not begin until the standard weekday start time of 7:00am. The lack of concrete service to the jobsite for nearly two (2) weeks would cause schedule delay issues on the project. Any questions regarding this documentation and/or other issues, please contact myself at 206.375.1478.
