Dear Mr. Morris,
The City has received a complaint regarding a project developed to direct drainage off the subject property
to a downhill property. An inspection confirmed that complaint.
The City addresses storm water in the Edmonds Community Development Code (ECDC) as follows (Bold
added):
ECDC 18.30.030 Applicability.
B. This chapter applies to actions whenever the director determines there is a potential for:
1. An illicit discharge or physical damage to the ci>7�'s MS4 or dottintstreattt properties; or
The receiving property is also considered a critical area. Critical areas have development restrictions to
mitigate adverse impacts. A document from the City's street file is also enclosed which contains a
restriction on the original construction to retain the lot drainage on-site.
Corrective Actions required:
® Please remove any drainage apparatus that moves site drainage to any other property owner by
July 17, 2011.
® Please submit a rough plan to the Engineering Division by July 25, 2011, that adequately describes
your solution to addressing the drainage previously diverted to neighboring properties. The
Engineering Division will determine if the planned project requires a storm water permit.
