Dear Ms. Neal,
The City has received a complaint regarding tree cutting in the common area of the Lorian Woods Homeowners
Association on parcel # 00790400099800.
The site of the tree cutting occurred on property that includes slopes in excess of 40%. This area is classified as a
critical area pursuant to Edmonds Community Development Code (ECDC) 23.40, 23.80, and 23.90 including potential
landslide hazard area. Since the site of the tree cutting activity was located within a critical area, a tree cutting permit
and critical area review would have been required pursuant to ECDC 18.45.020 and ECDC 23.40. No such review was
requested from the City of Edmonds in conjunction with the subject tree cutting. In order to rectify the situation,
mitigate impacts to the critical areas, and inform enforcement actions including potential fines, please respond to the
following:
1. Please contact me at your earliest convenience to arrange a meeting at your property to examine the cutting.
Please note that I will be out of the office May 1st through May 6th.
2. Please provide a report from a certified arborist detailing the extent of the cutting activity. The report must
include a site plan identifying the location of all cutting activity, the species of the trees and other vegetation
that was cut, the diameter of the vegetation that was cut, an assessment of the health of the trees that were
trimmed and likelihood of survivability.
3. Please provide a geotechnical report assessing the impact of the tree cutting on the. slope and
recommendations regarding the cutting debris that was left on the slope.
4. Please provide a mitigation plan consistent with the minimum performance standards for restoration detailed
in ECDC 23.40.240.C.
5. Please provide the contact information for the tree cutting company.
Since cutting activity occurred on property owned by other parties, authorization must be received prior to entering the
site to conduct restoration activities.
Please submit the requested information to the City of Edmonds by May 20, 2014. The Planning Division will be
