Northlake Capital Signed Letter 2019.11.14.pdfCcivil & structural ENGINEERING engineering & planning November 14, 2019 Kristin Johns Senior Permit Coordinator City of Edmonds 121 5th Ave N Edmonds, WA 98020 425.771.0220 / Kristin.johns@edmondswa.gov Application Number: BLD20171030 Project Name: Northlake Capital Townhomes Project Address: 7528 215th Street SW CG Project Number: 17206.20 Dear Ms. Johns, It is our understanding that Northlake Capital is submitting to start the short plat process. The civil drawings dated 02/05/2018 and the drainage report dated 06/30/2017 were approved by the City in 2018, but the permits were never picked up and paid for. The City has requested a letter indicating that we are, to the best of our knowledge, complying with the drainage codes that were new at the time of the project's design. The drawings were done per the 2012 Stormwater Management Manual for Western Washington (Amended 2014) and the Edmonds Stormwater Addendum dated 6/8/2017. These codes are still in place and no changes are needed to the drawings. To meet Minimum Requirement #5, for On Site Stormwater Management we used the List Approach. In the drainage report, Section III: Permanent Stormwater Control Plan, compliance with this requirement is documented. Due to the spatial constraints and the lack of infiltration capacity of the soil, the List Approach took us to the detention pipe option. Runoff Treatment and Flow Control were not needed due to the exemptions in the code. This is documented in the Drainage Report as well. Since the drawings were approved and the applicable codes have not changed, we are confident that the previously approved civil engineering submittal items may be reused in the short plat process.
