Dear Proprietor,
The City has received a complaint regarding the recent replacement of the lighting under the canopy that
now produces glare to neighboring properties. An inspection was made on the night of March 6, 2007 and
it was determined that this lighting would require screening to be in compliance with glare standards. The
lighting that was present prior to the change did not require additional screening because it was inset into
the canopy lighting box.
The Edmonds Community Development Code (ECDC) addresses lighting/glare as follows:
17.60.010 Standards.
B. Lighting. Lighting shall not be used in such a manner that produces glare on public streets, highways
and neighboring property….
Glare was an issue when the canopy and lighting were first installed in 1989. Please find copies enclosed
of some of the comments and decisions made at that time.
Please ensure that lighting from the site and under the canopy is assembled so that glare is not experienced
from a neighboring property. It appears that the replacement lights under the canopy need to be the same
as those replaced (flat and inset into the canopy) or shields need to be installed to direct the light only
downward to achieve compliance. If wattage was also increased when the lights were changed out, it may

also be necessary to reduce wattage. Please review the lighting at the Shell Station at the corner of 100
and Edmonds Way to see examples of inset lighting under a canopy. Please complete this correction by
March 30, 2007.
