ORDINANCE NO. 2192
AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, AMENDING THE OFFICIAL ZONING OF THE
CITY OF EDMONDS, WASHINGTON, BY CHANGING
THE ZONING CLASSIFICATION OF CERTAIN PROP-
ERTY FROM OPEN SPACE TO RS -6 PURSUANT TO
PLANNING COMMISSION RESOLUTION NO. 664.
WHEREAS, the Planning Commission of the City of
Edmonds, Washington, held a public hearing regarding the
rezoning of a certain parcel of real property in the City of
Edmonds from Open Space to RS -6 and after said hearing for-
warded its recommendations to the City Council in Planning
Commission Resolution No. 664, and
WHEREAS, the City Council of the City of Edmonds,
Washington, held a public hearing and after all persons who
desired to give testimony had spoken, and the Council having
considered the Findings of Fact, Conclusions and Recommenda-
tions of the Planning Commission as contained in Resolution
No. 664, as well as the written materials and documents
submitted before and during the hearing and the testimony of
the City staff and the members of the public, and
WHEREAS, at the conclusion of the public hearing,
the City Council determined as follows:
1. That the Findings of Fact contained in Planning
Commission Resolution No. 664 are correct and are hereby
adopted by this reference as if set forth in full.
2. That there are no significant adverse environ-
mental impacts to the surrounding properties either within
or without the jurisdiction of the City of Edmonds which
will be affected by the proposed zoning classification of
the property or the proposed uses, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. The official zoning map of the City of
Edmonds, Washington, is hereby amended by changing the
zoning classification from Open Space to RS -6 of certain
real property, all situate in the City of Edmonds, Snohomish
County, Washington, and more particularly described on
Exhibit A, attached hereto and incorporated herein as if set
forth in full.
Section 2. The Director of the Planning Department
is hereby directed to effectuate the necessary amendments to
the official zoning map of the City of Edmonds, Washington,
pursuant to this ordinance.
Section 3. This ordinance shall be in full force
and effect five (5) days after passage and publication by
posting as provided by law.

RESOLUTION NO. 664
FINDINGS OF FACT, CONCLUSIONS AND RECOMMENDATION
OF
EDMONDS PLANNING COMMISSION ON PROPOSED REZONE
FROM
OPEN SPACE TO RS -6
After notice had been duly posted and published
pursuant to Section 12.16.170 of the Edmonds City Code, the
Edmonds Planning Commission held a public hearing on December
18, 1980, to consider Planning Division File No. R-5-80, a
requested rezone of a parcel of property located between
Durbin Drive and Eighth Avenue and between Main Street and
Dayton Street in the City of Edmonds.
After all evidence was presented upon motion duly
made and seconded, the Planning Commission voted to approve
R-5-80 in part. From the evidence presented to the Planning
Commission, a majority of the Planning Commission hereby
makes the following Findings of Fact, Conclusions and Recom-
mendations.
FINDINGS OF FACT
I
The subject property is the old Edmonds Elementary
School site, now known as the Frances E. Anderson Cultural
and Leisure Center and is currently owned by the City of Ed-
monds. The property is located between Main and Dayton
Streets and between Eighth Avenue and Durbin Drive.
II
The property presently consists of a playfield area
located on approximately the east half of the property. To
the west of the playfield is the cultural and leisure center
buildings and to the west of the buildings are tennis courts
and parking lots. The subject property is currently zoned
WC
OS. The Comprehensive Plan designates the property as Public
Facilities. Zoning on adjacent surrounding properties to the
south and east is RS -6. The properties located to the north,
across Main Street, are a mixture of multiple family, high-
density and RS -6. To the west is RMH zoning.

The City is seeking to rezone the property to allow
construction of a regional library. The library is to be
constructed to the west of the existing buildings. No con-
struction is contemplated for the playfield area.
IV
The present open space zoning was established in
1976 during the time the City was contemplating acquiring the
property from the school district. The open space zoning was
intended to be a temporary zoning classification until future
study could establish the permanent zoning.,
V
The City's responsible official has issued a declara-
tion of non -significance.
CONCLUSIONS AND RECOMMENDATIONS
I
All procedural requirements imposed by the Edmonds
City Code and State Law have been fully complied with.
II
No environmental impact statement need be prepared.
III
The portion of the property lying east of the existing
buildings and currently used as a playfield should remain in
open space classification since the City does not intend any
future development on the property and since the open space
classification would allow the current use of the property as
a playfield. The remainder of the subject property should be
rezoned to RS -6, which zoning classification permits public
libraries with a conditional use permit. This contemplated use
of the property is consistent with the City's Comprehensive Plan
and will not adversely affect surrounding uses.
IV
The proposed zoning classification will be in the
best interest of the public health, safety and general welfare.
V
The Planning Commission recommends to the City Coun-
cil that the portion of the subject property lying to the east
of the existing buildings and currently being utilized as a
playfield should remain in the open space zoning classification.
The Planning Commission recommends that the remainder of the
property be rezoned from open space to RS -6
