Use
Proposed Use: Equipment and material storage facility.
Allowed Use: Yes. Local public facilities are conditional uses in the RM zones per Edmonds Community
Development Code (ECDC) Chapter 16.30. The project received a conditional use permit in 2008 (CU -
08 -03).
Development Standards
Setbacks: The decant station will be located approximately 20' from the eastern property line which
would have a minimum side setback of 10'. Fences must be 6' or less to be located within a setback
area.
Lot Coverage: Structural lot coverage calculations for existing and proposed structures will be required
and may not exceed 45%.
Height: 25 feet as measured from average original grade + 5 feet for roof having a slope of 4" in 12" or
greater. It appears that the new decant station will be slightly lower than the existing garage structure
which appears to be about 24' tall. Height calculations will be required for the new decant structure. It
appears that the pole -mounted lights will also be less than 25'.
Parking: The applicant has indicated that no employees will man the site. Rather, employees will come
intermittently to trade vehicles, drop off materials, etc. As a result, no parking stalls are required. The site
plan does identify 4 parking stalls. If employees will remain and work at the site, ECDC 17.50.020.0.10
requires 1 space per 2 employees for a maintenance yard. With the 4 parking stalls, up to 8 employees
could do work based at the site.

Critical Area Determination: A critical areas checklist was completed in 1998 (CRA -1998-0244) and
indicated a waiver from further study.
Design
Architectural Desi n Board ADB Review: The ADB approved the design of the site, structures and
landscaping in 2009 in permit ADB -09-21. The applicant has selected the Cercidiphyllum japonicum 1
Katsura Tree as the street tree for the site which is in accordance with the Edmonds Street Tree Plan.
The five Katsura trees are proposed to be located on OVSWD property rather than within the sidewalk
area itself.
Signage: None shown. Any signage must comply with ECDC 20.60
