PROPOSED AMENDM'NT TO TRAFFIC ORDINANCE The proposed amendment to the traffic ordinance came to council, and following dis- cussion between council and Police Chief, the proposed amendment was given to the attorney to be reworked. PROPOSED ORDINANCE AUTHORIZING ALDERWOOD WATER CONTRACT A motion was made by Councilman Tuson, seconded by Councilman Slye that proposed Ordinance #1200 be passed, authorizing the Mayor to sign a contract agreement with the Alderwood Water District. A roll call vote was taken, and the motion carried unanimously. PROPOSED ORDINANCE AUTHORIZING SIGNING OF CONTRACT WITH OLYMPIC VIEW WATER DISTRICT It was moved by Councilman Tuson, seconded by Councilman Kincaid that proposed Ordinance #1201 be passed, authorizing the Mayor to sign a contract with the Olympic View Water District regarding water supply to the Ballinger area. Motion carried unanimously. Mr. Nordquist reviewed the subdivision application and stated that he had found nothing wrong. There was no comment from the audience. It was then moved by Mr. Haines, seconded by Mr. Nordquist, that the subdivision applica- tion of Mrs. Golda Simpson, File No. S-3-66, be approved as submitted. Motion carried unanimously. S-4-66, Jack Bird, 3 -lot subd, on 75th So. to 74th So., north of 236th S.W. Affidavit of Posting presented. There was a question of the Pacific Northwest Traction Company r/w being a publicly dedicated right-of-way, since this was a factor in the lots having access. Mr. Larson stated that it has been dedicated, though the title is cloudy. Mr. Bird was then advised that the Planning Commission felt that the sketches were incomplete and not clear, making it too difficult to understand what was desired and make a decision. Mr. Hubbard moved that the hearing on File No. S-4-66 be continued for two weeks to March 2, 1966 at 8:00 p.m. Mr. Nordquist seconded the motion and it was carried. Mr. Thompson reported that the committee found no objection to the subdivision as submitted in revised form, and moved that the subdivision application of F. C. Witter, File No. S-5-66, be approved as submitted for a 3 -lot subdivision, subject to the standards and requirements of the City Engineer. Upon second by Mr. Nordquist, the motion carried unanimously. Plats P-5-65, Final Plat of "Sea Lawn Terrace, Division C" Mr. Larson noted that the cul de sac had been relocated. It was moved by Mr. Nordquist, seconded by Mr. Payne, that the final plat of "Sea Lawn Terrace, Division C" be approved. Motion carried. P-6-61, "Maplewood Village No. 4", Amendment to final plat Mr. Larson stated that previously the final plat of Maplewood Village No. 4 was approved. However, prior to approval by the City Council, it was found necessary to make certain revisions by relocating 11th P1., changing certain lots, although the overall concept of the plat is not changed. It was moved by Mr. Thompson, seconded by Mr. Nordquist, that the amendment to the final plat of "Maplewood Village No. 4" be approved. Motion carried. A letter had been received from the Highland Park Apartments requesting the use of two residential lots adjacent to the apartments for the construction of a covered parking area. It was the feeling of the committee assigned to study the matter that a report should be sent back to the Highland Park Apartments saying that there is no provision in our present code allowing parking for apartments in an RS zone, and suggest that the use would require a rezone. A six-inch water line with appurtenances be installed on the cul-de-sac, filth Place North, from 12th Avenue North to the end of the cul-de-sac with a five -inch fire hydrant with pumper installed at the end of the six-inch:water line. 2. Install all necessary storm sewers and drainage facilities per drainage plan. The Planning Commission recommended approval of the permit subject to adequate irrevocable parking. Preliminary Plat of Maplewood Village No. 3 File No. P-6-61 This file had not been placed on the Agenda, but a letter had been received asking for an extension of time on the preliminary plat. The time limit had expired, and Mr. Henrikson wants to proceed with the development of the second division. Following a discussion of the paving of 12th Ave., the secretary was asked to check the minutes of the meeting of September 18, 1961 to find what had been required. (Note: A check of the minutes reveals no requirements so recorded, but only conformance with the requirements of the City Engineer.) Mr. Haines felt that inasmuch as part of the plat has been accepted by the City that the extension of time should be granted, and moved that the extension of time on the preliminary plat of Maplewood Village No. 3, File No. P-6-61, as requested by Gordon Henrikson, Developer, be granted, said extension to date from September 18, 1961 for a period of four years, and to be subject to current recommendations of the City Engineer. Motion seconded by Mr. Sater and carried. At this point, it was moved by Mr. Hubbard, seconded by Mr. Sater, that a unanimous ballot be cast for Walt Payne to become the Chairman Pro Tem of the Planning Commission. Motion carried. The Secretary was requested to send a letter to the City Engineer that the study for streets in the Meadowdale area be expedited and a report on the immediate area around the proposed plat of "Sitio" be given within thirty days and on the balance of the area within sixty days. Mr. Payne and his committee were requested to give a report on the Lake Ballinger area study at the next meeting. This subdivision was for five lots, the fifth lot being quite large, with an existing house. Mr. Beeson explained that he had given three utility easements to the City. He had been informed by the City Engineer that a house could not be built over the trunk sewer which crossed the property on this larger lot. He outlined his difficulties with his road during the installation of the utilities, with the result that he had moved the road to the other side of the property, as shown on the submitted plan. He stated that he would not want to plat, but would develop the property one lot at a time, paving the road after he had sold the first house. Mr. Beeson further contended that there were three platted lots involved, with only one lot to be divided into four, and his house on the other two. The Planning Commission and the City Engineer expressed concern with the property to the south, which is undeveloped and of the same size. They felt that there should be a dedicated road between to serve both developments, with Mr. Beeson's half developed now, and the other half when it is platted. Mr. Beeson said he would be willing to dedicate the 30' now, but would not want to plat at this time. He asked if the curbs, gutters, etc. couldn't be installed in the future when the other property is developed. Mr. Murphy, upon being asked by the Planning Commission, read the subdivision code and stated that because the road would serve five lots, there were actually five lots involved, rather than four, and the code required that five lots or more must be platted. It was then moved by Mr. Moore, seconded by Mr. Sater, that the subdivision request of E. B. Beeson, as described in File No. S-19-65, be denied based on the subdivision ordinance which says that any subdivision containing five or more lots constitutes a plat. Motion carried. Rezones File No. R-16-65, B. P. Deason (Pre. Hearing) RML to BN at 5th S.E. 6 25th So. It was moved by Mr. Hubbard, seconded by Mr. Sater, that public hearing on the rezone request of B. P. Deason, File No. R-16-65, be set for the meeting of September 15, 1965. Motion carried. File No. R-17-65, Gost, Hoose 6 Harris (Pre. Hearing) RMH and RD to CG, 240th to 242nd SW, east of Hwy 99. Mr. Holte was present as attorney for the applicants, and explained that the rezone would permit expansion of the proposed Doces' commercial development. The developers wish to use the remaining RD zone as employee parking with the required greenbelt at the far side of the parking area. He said he understood this was a problem with several areas under single ownership, and had, therefore, also petitioned for a hearing to amend the Zoning Ordinance (ZO-12-65) to permit parking in R zones in conjunction with adjacent commercial use, with greenbelt requirements adjusted for such use. However, after further discussion with the Planning Commission and Mr. Murphy, Mr. Holte amended his rezone request to include all that property presently zoned RMH and RD, instead of only a portion. It was then moved by Mrs. Engler, seconded by Mr. Nordquist, that the meeting of September 15, 1965, be set for public hearing on rezone File No. R-17-65.. Motion carried. The Planning Commission felt that there actually should be a hearing to consider the possibility of an amendment to the zoning ordinance as outlined above and, therefore, Mr. Moore moved that File No. ZO-12-65 be set for public hearing at the meeting of September 15, 1965. Motion was seconded by Mr. Sater and carried. (MI. e No. P-6-61, Maplewood Village #4 (Final Plat) Larson reported that this is the second division of Maplewood Village #3, and I two more lots than originally shown in the preliminary plat. It is a better out with better corners and increased radius on the cul de sac. On motion by Hubbard, second by Mr. Moore, the final plat of Maplewood Village #4 was approved.
