Re: Payne Addition Preliminary Plat
The subject plat has been carefully reviewed by the undersigned,
field and map studies conducted with respect. thereto,_ and problems relating
to the plat discussed with members of the Planning Commission. Recommenda-
tion is respectfully made that this preliminary plat be approved with the
following stipulations:
1. Provide sewers for all lots with suitable sewer easements
for lots where needed.
2. Install all necessary storm sewers and drainage facilities
per .drainage plan. Where drainage is across adjacent pri-
vate property, necessary release of damages or drainage.
easements .must be furnished. Any drainage problems created
.by change of contour during plat development must be cor-
rected prior to final plat approval or release of plat bond.
Final approval of plat (or release of plat bond) will'be
withheld until actual drainage as installed has been in-
spected and approved by the city engineer.
3. Construct 4f1 C.I. water line .within the plat with one (1)
hydrant installed on the east end of Carol Way with neces-
sary valves and appurtenances.
4. Pavement width on proposed street to be 18 feet wide with
curbs, gutters..and sidewalks constructed in accordance with
the city of Edmonds standards. The south strip of this pro-
posed street to.be.held in Escrow by the city of Edmonds
pending further development and additional street -right-of-
way of the area to the south.

5. It would be advisable to request sidewalks, curbs and gutters
on the west extremity of this plat (which would be the east
right -sof -way of 6th Avenue North) for a distance of 1.15 feet.
This would go along with the sidewalk program recently adopted

Gentlemen:
The preliminary plat of Payne Addition was approved on June 17,
1963. It was anticipated at that time that eventually the
property to the South would be developed. Therefore, I was
required to dedicate 25 feet of right-of-way with paving, curb,
and gutter on this 25 foot portion of right-of-way. One foot
was to be put in escrow pending the development of the property
to the South, when an additional 25 feet of right-of-way would
be obtained.
Since the date of acceptance of my plat, plans have been sub-
mitted and approved by the City of Edmonds Building Department
and construction has been started on an apartment house immed-
iately adjacent and to the South of.my plat. Since the proposed
street width of 5o feet can never be realized, it is requested
that the proposed 25 foot street in my plat be reconsidered on
this basis and permission be granted to set this street apart
from the plat to remain as a private street.
