Dear Ms. Parker,
The City has received a complaint regarding an Accessory Dwelling Unit (ADU) developed in the lower portion of the
residence.
The house was built in 1974 and annexed in 1997. The City has no record of any permits being obtained since
annexation. An inquiry at Snohomish County could not locate any building permits or a permit for an apartment issued
from Snohomish County. The Snohomish County Assessors has records showing an apartment advertised by the
owner in 1999, however, the house is assessed currently as a single family dwelling.
An ADU is a permitted secondary use in a single family zone but requires an ADU permit and any associated
construction permits and life-safety inspections. If you have any records noting a lawful conversion to a duplex or
accessory apartment, please supply those records to this office at your earliest convenience.
If construction, mechanical or plumbing work that requires a permit has taken place without a permit, a permit must be
acquired.

Please contact me at your earliest convenience by August 10, 2007 to respond to this letter and confirm the

If you want to create an ADU, please submit a complete application and fees by August 30, 2007. If other
·
construction has taken place that would have required a permit, this would be a good time to submit an
application to expedite the review and inspection process. If an ADU application is not submitted, it would
be necessary to convert the residence back to a single family residence which would need to be confirmed
through inspection.
The enclosed Accessory Dwelling Unit handout describes the Planning and Building requirements and criteria to
establish an ADU. The enclosed Work Exempt handout notes the type of construction work that is exempt from permit
requirements. The enclosed Residential Addition/Remodel/Alteration handout describes the permit submittal
