As noted in my e-mail below, the Building Inspector and Fire Marshal visited PCC today for
preliminary walk-through for viability of the TCO request. There are many life-safety
items that must be completed before a TCO can be considered, including but not limited to:
stairway complete to mezzanine, doors and landings installed, safe exit paths of travel to
all exits and to the public way, the corridor must be fully complete as shown on the
shell-core plans, plumbing and refrigeration fixtures must be installed, restrooms must be
complete and functional, accessibility is required within the building and to access the
building, all gas appliances must be installed, State electrical final must be obtained,
permanent ladders installed to mechanical equipment and roof, Health District approval is
required, emergency generator must be installed and operational for emergency systems
(exit signage, emergency lighting, etc,). If the shell-core tenant spaces will not be
complete per approved plans, this needs to be in your request, with a plan on how this
area will be secured from the market.
This is not a complete list. Please understand that a TCO is issued for a maximum of 60
days. Once issued, all work must be complete by that time. Please also follow-up with
the Engineering and Planning Divisions to see if they have any issues.

Mr. Foss,
We received your request for TCO, but more information will be needed. Russ Steinike,
Building Inspector, and Mike Smith, Acting Fire Marshal, will be on site tomorrow at noon
to go through the building with the site superintendent to flag issues that will need to
be addressed in your request. A resubmittal will be required. Also, we have not yet
received the TCO fees, which were required at submittal. Please contact Marie Harrison
for fee amount and submit payment. After Russ and Mike have been through the site, we
will prepare an e-mail response to you of issues that still need to be addressed in the
TCO request. Other divisions are also reviewing the request and may require additional
information. It would have been beneficial to both PCC and the City to know a month or
more ago that you were planning on requesting TCO at this date. Then we could have been
working together to address issues and help insure your requested date was realistic and
could be met.
