The following comments are in reference to the listed conditions of approval from the preliminary short plat decision of March 7, 2014 and the Edmonds Community Development Code (ECDC): 1. On Sheet C3, please show all the trees that are shown on the Vegetation Management Plan which are in the area of the 'limits of construction'. On Sheet C3, identify which trees will be removed ("X" out) and which will be retained near the 'limits of construction'. For those trees to be retained, show the drip lines and note that they will be protected by orange construction fencing or equivalent. 3. On Sheet C3, add the following Tree Protection Notes, which are taken from ECDC 18.45.050.H: Where the drip line of a tree overlaps a construction line, this shall be indicated on the survey and the following tree protection measures shall be employed: 1. The applicant may not fill, excavate, stack or store any equipment, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 2. The applicant shall erect and maintain rope barriers on the drip line or place bales of hay to protect roots. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. 3. If the grade level adjoining a retaining tree is to be raised or lowered, the applicant shall construct a dry rock wall or rock well around the tree. The diameter of this wall or well must be equal to the tree's drip line. 4. The applicant may not install ground level impervious surface material within the area defined by the drip line of any tree to be retained. 5. The grade level around any tree to be retained may not be lowered within the greater of the following areas: (a) the area defined by the drip line of the tree, or (b) an area around the tree equal to one foot in diameter for each one inch of tree caliper. The applicant may prune branches and roots, fertilize and water as horticulturally appropriate for any trees and ground cover which are to be retained. 4. Vegetation Management Plan. While ample square footage exists on the site to retain/establish areas of native vegetation as part of the short plat project, additional native vegetation will need to be installed based on what is currently shown. The bubbled areas appear to contain existing vegetation but it not necessarily native vegetation. For example, lawn grass does not count as native vegetation. Identify the existing trees, shrubs and ground covers within bubbled areas. If the vegetation is native (like that vegetation identified in King County's Native Plant Guide: https://green.kingcounty.gov/GoNative/Index.aspx) that can count toward the 30% native area retained. Areas of lawn grass and other non-native shrubs and ground covers will need to be replaced with native species in those areas to be established. b. In those areas which need to be established with native species, update the vegetation management plan using the code in ECDC 20.13.010 and .015 as guidance for what the plan should include. Exact numbers of individual species do not need to be shown on the plan (although that is an option); otherwise, general locations can be identified as having certain types of native species. The types and numbers do need to be described in a cost estimate, which will be used for bonding purposes, as applicable.
