RE: PLAN REVIEW COMMENTS #2 FOR PLAN CHECK # 2017-1839
NEW SFR AT 19015 OLYMPIC VIEW DRIVE (LOT B OF PLN20140075)
Dear Mr. Strobl,
I have again reviewed the above building permit application for the Planning Division. Before I
can continue with my review, the following information needs to be clarified in a written
response and through submittal of reports and updated plans with changes called out:
1. Geotech report: Unaddressed. Mr. Glandon's letter of May 5 does not describe how
the specific architectural and civil plans for this project satisfy the requirements of
ECDC 23.80.050 and 070. The January 11, 2017 report should be used as reference but
a revised report is required that addresses how the current single family project meets
the geological hazards code.
Please have Mr. Glandon update his January 11, 2017 report to address this specific
single family development proposal including the house, driveway, retaining walls, etc.
2. Critical area notice to title: Addressed. Per ECDC 23.40.270.13, sites with field -verified
presence of critical areas and/or critical area buffers for which a permit application is
submitted must as a condition of permit issuance, record a notice of the existence of
the critical area and/or critical area buffer against the property with the Snohomish
County Auditor's Office. Attached is a Notice of Presence of Critical Areas. Please sign
and notarize this document. Prior to issuance of the building permit, this form must
be recorded with the Snohomish County Auditor's Office. Options for recording
include:
a. Provide the City processing fee of $100 plus the County recording fee of $77 ($74
for first page and $1 for each additional page), for a total of $177, and the City will
record the notice for you;
OR
b. Take the covenant to the County and record it for the County's recording fee of
$74 for one page plus $1 for each additional page, and return a copy of the
recorded notice to the Edmonds Planning Division with the Auditor's recording
sticker on the copy.
3. Vegetation mane ement den: Addressed. This project is subject to the vegetation
management plan produced with the associated short plat in PLN20140075. Native
vegetation in the amount of 993 sq. ft. on the subject lot (Lot B) must be retained or
created with the single family project.
The clearing extent on the SWPPP (Sheet 2 of the civil plans) shows 'no disturbance'
areas along the east property line consistent with what was shown with the short plat.
At the same time, the Site Plan (Sheet A2) shows new deciduous trees along the east
property line.
Verify whether the 'no disturbance' areas will remain intact. If those areas remain
undisturbed during the development process, no additional native planting will be
required. However, if those areas are disturbed during development, native
replanting in the amount of 993 sq. ft. will be required. That area must then be
visually shown and a native plant schedule be called out on Sheet A2.
4. Sheet A3:
a. Addressed. An "awning above entry" is shown on the Main Floor Plan. This
feature doesn't seem to appear on other sheets or it isn't labeled as such. If an
awning is part of the project, show and label it on the plans (including Sheet S2)
noting that it can only project into the required east setback a maximum of 30
inches similar to an eave.
5. Sheet A2:
Addressed. Retaining walls in setbacks. Retaining walls may only be 3' above
original grade where located within a required setback area. There are portions
of wall within the east, south and west setback areas. It appears that portions of
several walls within the south setback may be taller than 3'. Where located
within a setback, show the existing grade and top of wall elevations at 10-foot
intervals and ensure the walls are no greater than 3' where located in a required
setback.
