Single Family Residential Foundation Repair On behalf of the Planning Division, I have reviewed the above building permit application. During review of the subject submittal it was found that the following information, corrections, or clarifications need to be addressed. Please respond to the following items, so that review may continue: 1. Plans: There is a stream immediately adjacent to the area of planned work, and per the plans it is difficult to tell how the foundation repair will be accessed. Please provide additional information regarding equipment staging for the repair, such as the type of equipment that will be used and how the foundation will be accessed. You may depict this on a site plan and/or in writing to show and explain the project accessibility. 2. Critical areas determination: A critical areas determination was completed by staff on June 30, 2017 which identified that a critical areas study may be required (see attached letter). As a result of the critical areas determination a stream and erosion hazard had been identified at the site. Any work outside of an existing legal footprint area may require a critical area study for the stream. Please address item #1 above. Critical areas are ecologically sensitive or hazardous areas that are protected in order to maintain their functions and values. The majority of the property is level; however, according to the City's LiDAR map there are potential slopes greater than 15% along the southern (rear) property line. Soils on the site are identified as Alderwood Urban land complex, 2-8% slopes. Slopes in excess of 15% grade are categorized as potential Erosion Hazard Areas. The combination of the underlying soil types and grade of slope classify the site as a potential Erosion Hazard. During site inspection, it was confirmed that Shelleberger Creek is present along the south side of the existing residence. What does this mean? The critical area regulations are only triggered when an alteration is proposed to a critical area or its buffer. However, once an alteration in or near critical area is proposed, critical area studies and City review and approval may be required. What is an 'Alteration'? According to Section 23.40.005 of the Edmonds Community Development Code (ECDC): "Alteration" means any human -induced action which changes the existing conditions of a critical area or its buffer. Alterations include, but are not limited to: grading, filling; dredging; draining; channelizing; cutting, pruning, limbing or topping, clearing, relocating or removing vegetation; applying herbicides or pesticides or any hazardous or toxic substance; discharging pollutants; paving, construction, application of gravel; modifying for surface water management purposes; or any other human activity that changes the existing landforms, vegetation, hydrology, wildlife or wildlife habitat value of critical areas.
