Please resubmit 3 copies of the revised civil drawings and associated documents with a written response to each item to an Engineering Technician. Planning Division has no comments regarding the civil review of this short plat. GENERAL Please provide an itemized cost estimate for both on -site and off -site (right-of-way) improvements, including traffic control. o If you would like to place a bond for the improvements to be done so that you may record the subdivision you may do so. The amount of the bond will be based on 120% of the City approved estimate for the improvements. At a minimum you will be required to bond for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. You may contact Conni Curtis at our office to obtain a copy of the performance bond form. o Inspection fees for this project will be calculated at 2.2% of the 120% City approved estimate for all improvements. 2. A Traffic Control Plan is required for the project. Please include one with your next submittal. 3. A proposed haul route is required with the plans. You may include this within your Vicinity Map. SHEET 1: GRADING, DRAINAGE, AND UTILITIES PLAN Drainage, Erosion, and Sedimentation Control: o TESC a. Submit a separate ESC plan. b. Show silt fence installed per E1.1 to completely protect the defined critical and erosion hazard areas, as well as along east property line. Include detail on ESC plan. c. Delete the reference to the compost berm BMP and instead use a straw wattle filtration system. Include on plans a rock construction entrance per E1.2 and place detail on sheet. ESC Notes: Include the first 17 ESC notes verbatim from Edmonds Community Development Code Chapter 18.30.050 on the plan. f. Show what slope stabilization measures are to be used in the vicinity of the detention system. o Clearing Note -- trees that do not strictly need to be removed in the course of short plat development are required to remain. Note which trees are to be removed and which are to be retained on the plan. o Drainage Report -- the stormwater engineer notes: a. In drainage report, show pump curve. b. In drainage report, show pre -developed condition computer model results. c. The pump capacity is too large and needs to be downsized to more closely approximate the 100-year pre -development flow rate, 0.02 CFS. d. The pervious and Impervious TC Data Travel Times noted on page A2 of the Drainage Report should be in hours, not minutes. o In plans, note the storm drain line as a force line. o There shall be a CB at both ends of the 60" CMP detention system. 2. Notes: Specify which edition of WSDOT specifications are to be used for this project in the notes. 3. Please include grading calculations and quantities in the plan. *Do not* include foundation grading for future structures. 3a. There are no proposed contours in the vicinity of the detention system. Do you intend to match existing grade? 4. The property line between Lots 1 and 2 cannot be discerned. 5. Please note that the portion of the rockery extending into Lot 2 shall be removed. 6. Asphalt ramps shall be used to bring the walkway back to original grade at each end of the sidewalk. Please note this (and the 12H:1 V slope) requirement on the plan. 7. The existing catch basins in the right-of-way are noted on the plan, but the existing stormline is missing. 8. A utilities easement on Lot 1 for the storm and sewer lines benefitting Lot 2 shall be included on the civils and recorded short plat. 9. Include a detail for the retaining wall and show how it drains. 10. Please include onsite driveway turnarounds for both Lots 1 and 2, and eliminate the north access to Lot 1. 11. Side Sewer and Sewer Laterals: o Add a note: Prior to reusing the existing sewer lateral, contact Public Works (425-771-0235) so that the line's condition can be ascertained. o A 12" cast iron locking lid cleanout using '/2" hex bolts is required on the 6" cleanout at the ROW side of the property line. o The shared portion of the side sewer from property line to the point at which it splits to serve the individual lots shall be 6" in diameter. o Reference detail E6.9 for the connection of the sewer force line to the gravity line and include detail on Sheet 3. o A sewer backflow preventer per detail E6.10 shall be required for the side sewer serving Lot 1 at the location of the force main. Reference and include the detail on Sheet 3. o Label the SS force line as such. Please remove the details from the planset. o Where the side sewer force line crosses the detention wet system, specify a minimum separation between the two. o Item #9 in notes refers to Sheet 2; that should be Sheet 3. o Include project address within Title Block. SHEET 2: TOPOGRAPHIC SURVEY OF EXISTING FEATURES OK as noted. SHEET 3: DETAILS AND NOTES 1. Delete the existing ESC notes and include the city -required notes on the TESC plan. 2. Detail #1, Street Widening Detail: o Shall include the entire road width from curb face to curb face, dimensioned at 24', o Shall indicate eastern lane width from painted centerline to curb face, o Shall reference E2.3 for asphalt, subgrade, and compaction requirements, o Shall note both the existing and proposed road cross -slope, o Shall specify a 5:1 pavement taper transitioning back to the existing roadway. 3. Curb cuts shall follow Standard Detail E2.26. 4. Include the following Standard Details in the plan set: E2.12, E2.26, E2.3, E2.8, E6.9, and E6.10. Construction Sequence: o Item 1: Reword to include that required inspections shall be requested 24 hours in advance, and include the Engineering Inspection Hotline at 425-771-0220 x1326. o Item 3 shall refer to the straw wattling, rather than the compost berm, o Item 5 shall be reworded: replace "15 days" with "no more than two days from October I through April 30 and no more than seven days from May 1 through September 30." o Item 9: Construction related to a future residence is not allowed under this permit. Delete the reference to future home construction and replace with, "Install frontage improvements." o Add an Item 12: Remove TESC devices when soils are permanently stabilized. SHEET 4: STORMWATER DETAILS The pump system shall not be used in lieu of a detention control structure; the detention system should drain to a separate basin, and then pumped to the point at which gravity can take over.
