Revised Plans and cost estimate submitted 7/23/09. Plan review comments are as follows:
GENERAL
1. 8/6/09 - Please find attached a follow up letter from the City regarding processing of the 3-lot
subdivision. Review and approval of the civils will not be delayed.
7/14/09 comment - Please note, City of Edmonds Public Works Director Noel F. Miller, P.E.,
sent a letter on April 6, 2009 stating the City would not be able to grant final approval of the
three -lot short subdivision or associated civil construction drawings until the adverse
possession claim is resolved. In the interim, the City will continue to process the three -lot
subdivision application and review of the civils.
2. 8/6/09 —
a. Thank you for providing a cost estimate specific to the 3-lot short plat improvements.
The bond amount required prior to issuance of the 3-lot short plat civils is $882.10.
Inspection fees are due in the amount of $444.07. Please refer to item "c" below for a
summary of the 2-lot and 3-lot bond requirements.

b. Per your request, I have reviewed the original 2-lot cost estimate to determine the
appropriate bond amount related to ROW improvements. As discussed, you only
need to provide a maintenance bond in the amount of 15 % of the cost estimate for
ROW improvements.
• I am not able to revise the individual unit prices found within the original estimate,
but if the actual quantities for any of the improvements changed then adjustments
could be made to accurately account for that.
• I have noted that only 3 catch basin filter socks would be required within the
ROW. It appears as though the sawcut lineal footage as provided in the cost
estimate may also be inaccurate. Please feel free to provide actual lineal footage of
cuts required to install improvements.
• Based on the numbers provided within the original cost estimate (taking into
account a reduction in the number of filter socks from 13 to 3), I have calculated
the total estimate for ROW improvements to be $29,630.20. 15 % of that amount
would be $4,444.53. Please refer to item "c" below for a summary of the 2-lot and
3-lot bond requirements.
At present, City records indicate there is a balance of $45,260.73 in frozen fund
account # 0101801223, for the 2-lot short plat. A maintenance bond in the amount of
$4,444.53 is needed for the 2-lot short and a performance bond in the amount of
$882.10 is needed for the 3-lot short plat. If you'd like, you can provide two separate
bonds reflecting these amounts or you can request additional release of funds from the
existing frozen fund account as long as the account balance remains at $5326.63. Even
if you choose to maintain the existing frozen fund account, a new bond form would
need to be completed to update the project names and re-establish a date for
completion to be within 12 months of the posting date.
7/14/09 comment - Please provide clarification on the cost estimate submittal as follows:
a. The bond amount for the ROW improvements appears to include improvement
costs for elements of the project that were completed with the 2-lot short plat.
Please revise the ROW cost estimate to only include those items that will be
constructed with the 3-lot short plat.
b. The following items are to be included in the cost estimate: paving of the access
road, utility adjustments, temporary rockery, etc.
