Response to Public Comment
This memo is being provided in response to several public comment letters received on the
above noted project subsequent to issuance of SEPA Determination of Non -Significance. As
noted below, several of the comments provided revolve around issues that will be addressed
during review of the building permit for this project. Inspections will also be performed
during the construction process to ensure compliance with the requirements of the building
permit.
1) Surface Water Runoff
The applicant will be required to satisfy all code requirements as outlined in Edmonds
Community Development Code (ECDC) Chapter 18.30 Storm Water Management. The
applicant will be required to provide storm water quality control for all impervious surface
areas created by the redevelopment of this property and make a direct connection to the
City storm system.
2) Ground Water Concerns
o The developer will be required to dewater the site during construction in accordance with
ECDC 18.30.050. Any ground water encountered shall be dealt with on site and will not
be allowed to overflow onto neighboring properties.
o The Building Division will address specific building construction methods/requirements
during review of the building permit.

4) Alley Access and Improvements
o Per ECDC 18.80.060, Driveway and Curb Cut Requirements for Downtown Business
Area, the applicant is required to take access off the alley.
o The developer will be required to pave the alley along the frontage of the subject property.
o Any trenching within the right-of-way will require restoration to City standards.
City of Edmonds
o The applicant submitted a Traffic Impact Analysis (TIA) prepared by Gibson Traffic
Consultants, dated 8/29/07. It was noted in the TIA that the American Association of
State Highway and Transportation Officials (AASHTO) sight distance requirements at the
intersection of the alley and Bell Street and the alley and Edmonds Street have been met.
o The City will address sight distance requirements for vehicles exiting the subject site onto
the alley during review of the building permit.
o The developer will not be required to make the alley a one-way street.
o Concerns regarding the safety of the existing alley should be directed to the City Traffic
Engineer, Bertrand Hauss, to be dealt with separate from this development.
o It is not known at this time if alley closures will be required during the construction
process. Traffic control requirements will be determined during building permit review.
5) Power Pole Relocation
o The City is unaware of any requirements at this time to relocate the power pole.
o Power pole relocation is not imposed on a developer based on the preservation of views.
o If it is determined during the building permit review process that the power pole needs to
be relocated, Snohomish County PUD will determine the new pole location.
6) Storm Drain Lines on Adjacent Property
If the developer uncovers private storm drain lines, owned by an adjacent parcel and
located on the subject property, they will be required to work with the adjacent property
owner to re-route the storm lines as needed. The City will not become involved in the
expenses associated with this and it will remain a civil matter.
