Jeanie McConnell, Engineering Program Manager PLN20080077, Preliminary Review — 2-lot short subdivision Green Tara —16208 72"d Ave W The comments below are intended to further clarify the City's position regarding each of the comments outlined in your memo of May 13, 2009. 1. Access Road Requirements A. Access to Lot 1 - 20' easement width: The City agreed that a 20' easement (minimum 16' of pavement) would be sufficient to provide access to the development off 72nd Ave W. However, if 5 lots were to take access off of the private access road then the easement width would either need to be 30' or a short plat modification request would need to be submitted. With your current proposal to restrict the access of Lot 4 to 72nd Ave W, the 20' easement width would be sufficient to provide access to Lots 1, 3, E & D. B. Lot 3 access: The current proposal indicates 3 access point for Lot 3. The number of access points for Lot 3 should be reduced down to 2. The City will allow one access off of 72nd and one access off of the private access road. The access off of 72nd Ave W shall be located towards the south property line. Your proposal to extend the existing 20' easement to accommodate a driveway on the west side of Lot 3 is acceptable in conjunction with the vehicular access restriction proposed for Lot 3. C. Lot 4 access: Your proposal to restrict Lot 4 access to 72nd Ave W is acceptable in conjunction with the proposed Common Open Space restriction. D. Common Open Space: Proposed restriction would prevent private development of those portions of Lots 3 & 4 located west of the access road. Use of the access road by the owners of Lots 3 & 4 would be limited to maintenance of the common area. This restriction will be required to provide compliance with the Table of Street Standards established by ECDC 18.80.010 (included). E. Hammerhead Turnaround: City standards have not changed since last year. City of Edmonds Plat Map Conditions: Please revise the access restriction for Lot 3 to only allow two (2) access points, as noted under item B above. 2. Storm Drainage Proposed language is acceptable. 3. Lot Names Please continue to communicate with Mike Clugston regarding your request to revise the lot names. Please revise and resubmit plans addressing all outstanding items so preliminary review of the short plat may continue. Obtaining preliminary short plat approval is the first step in the subdivision process. After receiving preliminary approval from the Planning Division, you will be required to submit a complete set of civil engineering plans to the City Engineering Division for review and approval.
