PLN20090022, Conditional Use Permit for Daycare Center

The comments provided below are based upon review of the application and documents
submitted for the Edmonds Lutheran Church conditional use permit. Additional information
is requested from the applicant at this time. Please ask the applicant to respond to the
following.
1. Please submit a traffic impact analysis worksheet for the proposed change in use of the
church library into an expansion of the daycare facility. Please refer to City handout #E82
for traffic impact analysis requirements. The handout is available on the City's website at
www.ci.edmonds.wa.us under the Engineering Division of the Development Services
Department.
The following shall be addressed and resubmitted to the City for review and approval:
o Under Item Number 7, Mitigation Recommendations, please state the previous use of
the space (church library) and assess an impact fee for this use accordingly. Please
also state the proposed use of the space (daycare facility) and assess an impact fee for
this use accordingly. The impact fee required for this project, if any, will be the
difference between the previous use and the new use.
o If the hours of operation for the daycare facility fall outside the typical worship hours,
then please state the capacity of the existing congregation and the capacity of the
daycare (30 children) and the hours for each to show there is no net increase in trips to
the site.
