I, the undersigned, have attained approval for an Accessory Dwelling Unit (ADU) at the property address above, in
accordance with the provisions of Chapter 20.21 (Accessory Dwelling Units) of the Edmonds Community
Development Code (ECDC).
I agree and understand that it is my responsibility to notify all future property owners or long-term lessors of the
existence of the ADU and that its existence is predicated upon the occupancy of either the ADU or primary dwelling
unit by the owner of the property.
Additionally, I will notify all prospective buyers of the limitations on use and maintenance of the ADU as stipulated
in Chapter 20.21 (Accessory Dwelling Units) of the Edmonds Community Development Code. An example of the
limitations of the ADU per Chapter 20.21 is that the property owner is required to reside in the primary or accessory
dwelling unit for at least 6 months out of every year.
Finally, this covenant shall be recorded in order to notify all current and future property owners that if any conditions
of the ADU approval are violated, the property owner will be required to remove all improvements which were
added to convert the primary dwelling unit into an ADU and restore the site to a single-family dwelling unit.

I. INTRODUCTION
A. SUMMARY OF APPLICATION:
The purpose of the Accessory Dwelling Unit (ADU) chapter is to regulate the establishment
of ADUs within single-family dwellings while preserving the character of single-family
neighborhoods. The request for additional living quarters within single-family
neighborhoods is to (1) make it possible for adult children to provide care and support to a
parent or other relatives in need of assistance, or (2) provide increased security and
companionship for homeowners, or (3) provide the opportunity for homeowners to gain the
extra income necessary to meet the rising costs of home ownership, or (4) to provide for the
care of disabled persons within their own homes.
This site is located in a single-family neighborhood near Maplewood Hill Park and Edmonds
Elementary School. All of the properties in this neighborhood are also zoned Single -Family
Residential (RS-12), with the exception of the strip along Puget Drive that is zoned
Neighborhood Business (BN) and contains the gas station and some retail/service uses. The
owner is proposing to create a one -bedroom Accessory Dwelling Unit (ADU) in his
basement. No exterior changes are proposed. The floor plan indicates that the unit will have
two bedrooms, a kitchen, bathroom, and living room with a deck used also for the entry.
Because the owner is proposing to have separate kitchen, bath, and sleeping facilities within
the existing residence, an Accessory Dwelling Unit (ADU) permit is required. Approval of
an ADU permit requires compliance with Edmonds Community Development Code (ECDC)
Chapters 16.20 and 20.21. After land use approval is obtained for the ADU, the owner will
need to receive Building Compliance permit approval.

II. FINDINGS AND CONCLUSIONS
A. GENERAL INFORMATION
1. Request: To create an ADU in the existing basement (Attachments 2 and 4).
2. Review Process: Accessory Dwelling Unit — Planning staff reviews the project and
issues an administrative decision.
3. Owner/Applicant: James Griffin (Attachment 2).
4. Tax Parcel Number: 00434600008602.
5. Location: 19311 Olympic View Drive, Edmonds WA 98020 (Attachment 1).
6. Zoning: Single -Family Residential (RS-20).
7. Acreage / Square Footage: Approximately 0.28 Acres (Attachment 3).
8. Existing Use: One single-family home.
9. Proposed Use: One single-family home with one ADU in the basement.
10. Shoreline Management: The site is not subject to Shorelines of the State regulations.
11. Comprehensive Plan Designation: "Single Family — Resource."
12. Access / Street: Olympic View Drive is considered a "Collector Street" through this
neighborhood and provides access to the property via an existing narrow driveway. The
home is a "flag lot" tucked behind a lot fronting Olympic View Drive.
B. TECHNICAL COMMITTEE:
This application was reviewed by the City's Fire Department, Building Division,
Engineering Division, Parks and Recreation Department, and the Public Works Department.
The Building Division provided the comments which include the condition that a Building
Compliance Permit is required for the proposed ADU. The Fire Department required a
condition that interconnected smoke alarms must be provided throughout both dwellings.
The Engineering Division requested additional information on the driveway and was
satisfied with the applicant's response (Attachments 5 and 6).
C. ZONING COMPLIANCE (ECDC 16.20):
The property is located in the single-family residential (RS-12) zone. Pursuant to ECDC
16.20.010(D)(4), Accessory Dwelling Units are a permitted secondary use requiring a
Conditional Use permit. The ADU application is processed as an administrative Conditional
Use permit and reviewed against specific ADU criteria listed in ECDC 20.21.030. The
proposed ADU is consistent with the zoning ordinance.
D. APPLICATION AND STAFF REVIEW COMPLIANCE (ECDC 20.95):
This ADU application is processed pursuant to ECDC 20.95.040 (Staff Decision — Notice
Required). A complete application was received on June 2, 2009, which satisfies the
requirements of ECDC 20.95. No public comments were received.
E. CRITERIA FOR ADU COMPLIANCE (ECDC 20.21.030):
The following specific criteria must be met in order for an ADU to be approved. The criteria
as applied,to this permit are discussed below.

1. Permit Required: Any person who occupies or permits another person to occupy an
attached ADU as a place of residence shall first obtain a permit.
The owner applied for an ADU permit on June 2, 2009 (Attachment 2). The application
was considered complete upon submittal; however, additional information was requested
on July 1. The applicant resubmitted materials on July 28 and the review of the project
began again. The City's outstanding questions were satisfied and staff began the two
week comment period on August 27. A building compliance permit is also required. A
condition of approval will be that the owner receives the required Building Compliance
Permit in order to meet this criterion.
2. Number of Units: A single-family dwelling may have no more than 1 ADUper lot.
Only one ADU is proposed for this lot, therefore this criterion has been met.
3. Size: In no case shall an ADU be (1) larger than 40 percent of the livable floor area of
the principal dwelling (2) nor more than 800 square feet, (3) nor have more than two
bedrooms; provided, if the ADU is completely located on a single floor, the planning
manager may allow increased size up to 50 percent of the floor area of the principal
dwelling in order to efficiently use all floor area, so long as all other standards set forth
in this chapter are met.
The new ADU addition is proposed to be approximately 1156 square feet. The existing
home is approximately 2947 square feet (which does not include the 544 square foot
garage). So, the proposed ADU will be approximately 39 percent of the principle
dwelling. It will be located completely on one floor and will not have more than two
bedrooms. See Attachments 3 and 4. The application meets the size criteria.
4. Location and Appearance: The single family appearance and character of the
residence shall be maintained when viewed from the surrounding neighborhood. The
design of the ADU shall be incorporated into the design of the principal dwelling unit
and shall be designed to maintain the architectural design, style, appearance and
character of the main building as a single-family residence using matching materials,
colors, window style, and roof design. The primary entrance to the ADU shall be
located in such a manner as to be unobtrusive when viewed from the street. Whenever
possible, new entrances should be placed at the side or rear of the building. Only one
electric and one water meter shall be allowed for the entire building, serving both the
primary residence and the ADU. ADUs must be located within or attached to single-
family dwelling units.
The proposed ADU will maintain the single-family appearance and character of the
residence. No new exterior work is proposed. Also, the property is tucked back between
a lot fronting Olympic View Drive — the basement is not visible from the street, which is
approximately 220 feet west. The ADU is proposed within the existing single-family
dwelling unit. A condition of approval will address the requirement of having only one
mail box, water meter, and electric meter.
5. Parking: One off-street parking space in addition to the parking spaces normally
required for the principal dwelling shall be required to be provided for the ADU, but in
no event less than three spaces per lot.
The garage is shown to be 21'wide and 21' deep. There is also a large turn -around in the
driveway. With these dimensions, the Engineering Division has found that the garage
can accommodate at least two parking spaces, as well as one space in the large turn -

around. With room shown for at least three parking spaces, the ADU application meets
the parking criteria (Attachments 3 and 4).
6. Occupancy: Either the primary dwelling or the ADU shall be owner -occupied.
"Owner -occupied" shall mean a property owner who makes his or her legal residence at
the site, as evidenced by voter registration, vehicle registration, or similar means, and
actually resides at the site more than six months out of any given year, and at no time
receives rent for the owner -occupied unit. The owner(s) shall not rent the designated
owner -occupied unit at any time during the pendency of the ADUpermit; Any such
rental shall void the permit. The owner(s) shall not rent any portion of the owner -
occupied unit for any period. In no event shall the total number of occupants exceed one
family as defined in the Edmonds Community Development Code; provided, however,
that if the ADU is occupied by a nurse or other caregiver assisting a disabled person
who is an occupant of the principal residence, or the principal residence is occupied by
a nurse%aregiver and the ADU is occupied by a disabled person under the nurse's care,
the occupancy limit of one family may be in creased by one additional unrelated person
to a total of one family related by genetics, adoption or marriage plus one unrelated
person, or a total of six unrelated persons. In no event shall the total number of
occupants exceed one family as defined in the Edmonds Community Development Code.
The owner has given his oath by signing an affidavit (Attachment 8) stating that he will
reside in the primary or accessory dwelling unit for more than six months of every year.
An "ADU Covenant" (sample shown in Attachment 9) will also need to be recorded at
the County Auditor's Office that affirms that the owner will need to reside in the home at
least six months out of every year and will disclose the ADU to future owners and notify
them of the conditions of approval.
7. Safety, Light, Ventilation, Floor Area and Similar Factors: ADUs shall comply with
all applicable requirements of the Uniform Housing Code and the Uniform Building
Code adopted by ECDC Title 19 and shall comply in all respects with the provisions of
the ECDC. No permit for an ADU shall be issued to a nonconforming structure unless
that structure is brought into conformance with the then current provisions of this code.
These criteria will be reviewed through the Building Compliance Permit. After the
Building Compliance Permit is issued, and the addition is completed, an inspection by a
City Building Inspector will be completed in order to ensure that the ADU meets the
requirements of all life -safety codes and standards. Any conditions or corrections
resulting from the inspection must be complied with. Any approval of an ADU should
be conditioned to require compliance with the Building Division's inspection
requirements. These items have been addressed as conditions of approval for the ADU
permit. Therefore, this criterion has been met.
The proposal, with conditions, is compliant with the ADU criteria.
F. BUILDING CODE COMPLIANCE (ECDC TITLE 19):
The ADU permit can be described in two phases. Phase one of the ADU permitting process
is for land use review and approval — this is the review at hand. The second phase of the
ADU permitting process is building compliance review and approval. Once the applicant
obtains a building permit for the work proposed, the Building Division will review the
proposal for compliance with the various building codes, including ECDC Title 19.

III. DECISION
Based on the Findings of Fact, Conclusions, and Attachments to this report, the following
decision is issued by the City of Edmonds Planning Division. The Accessory Dwelling Unit, as
proposed, is APPROVED with the following conditions:
1. A Building Compliance Permit must first be obtained from the Building Division and final
inspection must be made and occupancy approval granted by the City Building Inspector
prior to the area being used as an ADU. Specific comments from the Building Division will
be addressed during review of the Building Compliance Permit. See ECDC 20.05.010(C)
and section IV of this report for more information.
2. Pursuant to ECDC 20.21,060, this approval shall expire automatically whenever:
a. The ADU is substantially altered and is thus no longer in conformance with the approval
by the permitting authority and building official.
b. The subject site ceases to maintain the required number of parking spaces.
c. The property owner ceases to reside in either the primary residence or the ADU, the
owner -occupied unit is rented, or the current owner fails to file the affidavit required
under ECDC 20.21.025(A)(1).
3. Please note that hard -wired interconnected smoke detectors with battery back-up will be
required throughout both the primary and accessory dwelling units by the Building Division
and Fire Department.
4. A single-family dwelling may have no more than one Accessory Dwelling Unit per lot.
5. The Accessory Dwelling Unit Covenant must be filed with the Snohomish County Auditor.
Prior to occupancy of the ADU, the owner must either:
a. Provide the City processing fee of $20 plus the County recording fee and the City will
record the Covenant for you; -- OR --
b. Take the Covenant to the County Auditor's Office and record it for the County's
recording fee. Then, return a copy of the recorded Covenant to the Edmonds Planning
Division with the Auditor's recording sticker on the copy.
6. Pursuant to ECDC 20.21.040, the Accessory Dwelling Unit permit shall not be transferable
to any site other than the subject site described in the application. The Accessory Dwelling
Unit permit is transferable to new owners of the subject property unless there is a violation
of any conditions of approval listed above. New owners must file a notarized Accessory
Dwelling Unit Affidavit with the City of Edmonds Planning Division.
7. Only one mail box, one water meter, and one electric meter are permitted for the entire site,
in accordance with ECDC 20.21.030(D).
IV. APPEALS AND RECONSIDERATIONS:

V. LAPSE OF APPROVAL:
ADUs are processed as administrative conditional use permits, and ECDC 20.05.020(C) states,
"Unless the owner obtains a building permit... within one year from the date of approval, the
conditional use permit shall expire and be null and void, unless the owner files an application
for an extension of time before the expiration date. "
VI. NOTICE TO THE COUNTY ASSESSOR:
The property owner may, as a result of the decision rendered by the staff, request a change in the
valuation of the property by the Snohomish County Assessor's Office.

Engineering has reviewed the subject application and found the following information,
corrections, or clarifications are needed. Please ask the applicant to revise and resubmit plans

A total of three parking stalls shall be provided in conjunction with the ADU. The two site
plans submitted with the application show different parking and driveway configurations.

of the remodeling work. Specific Building Division issues will be provided to the
applicant upon review of the building permit application.
Attached is a list of code items that must be met. (This list is also found in the P 1 ADU
Handout.) Clearly show compliance on the plans when you submit for your remodeling
permit. Please note that a complete floor plan of the house will be required.
1) ROOM SIZE: The ADU unit must contain a main living room, kitchen, separate
bedroom, and separate bathroom. The floor area of the unit must meet the
following minimum requirements:
a) One room shall have a minimum of 120 square feet of floor area
b) Other habitable rooms shall have a floor area of not less that 70 square feet
(not including kitchens, bathrooms, hallways and storage)
c) Habitable rooms shall have a minimum width of 7'-0" in any dimension (not
including kitchens, bathrooms, hallways, and storage)
d) Ceiling height in habitable spaces, kitchens, hallways, bathrooms, and storage
areas shall be 7'minimum. Identify ceiling height in each room.
e) Not more than 50% of the required floor area of a room or space is permitted to
have a sloped ceiling less than 7', with no portion of the required floor area
less than 5'.
0 One main exit door is required from each unit to a yard, court or public way
g) The bathroom shall have a toilet and sink and a bathtub or shower with hot and
cold running water. Toilets shall be located in a clear space not less than 30"
in width, with a clear space in front of the toilet of 21". Shower stalls must be
at least 30"x 30" in dimension.
h) The kitchen shall have hot and cold running water and a minimum clear

working space of 30" shall be provided in front of each cooking appliance and
refrigeration unit.
i) Stairways must have handrail meeting the following requirements:
♦ Top of handrail 34" to 38" above the stair tread nosing.
♦ Grippable cross-section of handrail shall be 1 1/4" minimum to 2" maximum.
j) Guardrail required to protect falls greater than 30" (such as at stair landings,
balconies, etc).
2) SMOKE DETECTION: Battery operated smoke detectors are required throughout
both units in the following locations:
a) Each sleeping room
b) Centrally located in hallways or areas accessing sleeping rooms (when sleeping
rooms are on the upper floor, smoke detectors must be installed near the
stairway)
c) Minimum of one smoke detector installed on each floor, including basement
d) Newly created sleeping room(s) shall have hard wired smoke detectors with
battery backup
3) EMERGENCY ESCAPE: One openable emergency escape window or door is
required in every sleeping room and basement. It must meet all of the following
requirements:
a) Openable area of not less than 5.7 square feet
b) Minimum clear height of 24"
c) Minimum clear width of 20"
d) Finished sill height of not more than 44" above the finished floor
e) Indicate the type of window, e.g. slider, casement, single hung, etc.
• Open directly to the outside and open without key, tool, special
knowledge or effort
4) VENTILATION:
a) Whole house ventilation is commonly provided with either 1) an exhaust fan
(sized per table 3-2 WSVIAQ*) with window vents or wall ports or 2) an
integrated forced air system which brings fresh air in through the furnace. (See
WSVIAQ Chapter 3 for other options.) *Washington State Ventilation and Indoor Air
Quality Code (WSVIAQ)
b) Bathrooms and laundry rooms shall be provided with a min.50 cfm exhaust fan
c) Kitchens shall be provided with a minimum 100 cfm exhaust fan
6) HEAT: Heating facilities shall be capable of maintaining a room temperature of
68 degrees F at a point 3 feet above the floor in all habitable rooms. Each unit must be
provided with its own thermostat to control heat.
7) KITCHEN: Indicate location of stove, sink, and exhaust fan

Thank you for your prompt attention to my request for a Conditional Use permit for an Accessory Dwelling
Unit. This letter is intended to provide the information, clarification and correction as requested in your
letter dated July 1, 2009.
I will initially address each of the four Planning Division comments (la) through (ld) as follows:
Ia. Reducing the ADU's size would be impractical because the entire unit is completely located on a single
and separate floor with its own entrance and porch. In order to efficiently use the floor area, I request that
the Planning Manager allow a variance to the (800 square feet) guideline as provided by city code, Section
20.21.030(D). The ADU comprises 39% of the total floor area (less than the 40-50% city requirement) and
meets all other standards.
lb. A signed and notarized "ADU Affidavit" was presented with my initial application on June 2, 2009. A
copy of this document is attached.
1 c. I agree to sign an "ADU Covenanf' to be recorded at the Snohomish County Auditor's office.
Id. There are no exterior changes, nor any changes to the site with regard to the ADU.
With regard to the Engineering Division request, I have attached a schedule of the driveway and parking
area dimensions, showing the asphalt and impervious areas for parking. We have at least three off-street
parking spaces for the home and the related ADU as proscribed in Section 20.21.030(E). I'm sorry for any
confusion the original plans may have caused.

Thank you for submitting an application for a Conditional Use Permit (CU) for an Accessory Dwelling
Unit (ADU) at 19311 Olympic View Drive in the Single -Family Residential (RS-12) zone.

Building Division comments for proposed ADU

In reviewing the above noted application for an Accessory Dwelling Unit (ADU), the
Building Division has the following comments:
If remodeling will be done for this ADU, a building permit must be obtained prior to start
of the remodeling work. Specific Building Division issues will be provided to the
applicant upon review of the building permit application.
Attached is a list of code items that must be met. (This list is also found in the P1 ADU
Handout.) Clearly show compliance on the plans when you submit for your remodeling
permit. Please note that a complete floor plan of the house will be required.
1) ROOM SIZE: The ADU unit must contain a main living room, kitchen, separate
bedroom, and separate bathroom. The floor area of the unit must meet the
following minimum requirements:
a) One room shall have a minimum of 120 square feet of floor area
b) Other habitable rooms shall have a floor area of not less that 70 square feet
(not including kitchens, bathrooms, hallways and storage)
c) Habitable rooms shall have a minimum width of 7'-0" in any dimension (not
including kitchens, bathrooms, hallways, and storage)
d) Ceiling height in habitable spaces, kitchens, hallways, bathrooms, and storage
areas shall be 7'minimum. Identify ceiling height in each room.
e) Not more than 50% of the required floor area of a room or space is permitted to
have a sloped ceiling less than 7', with no portion of the required floor area
less than 5'.
f) One main exit door is required from each unit to a yard, court or public way
g) The bathroom shall have a toilet and sink and a bathtub or shower with hot and
cold running water. Toilets shall be located in a clear space not less than 30"
in width, with a clear space in front of the toilet of 21 ". Shower stalls must be
at least 30"x 30" in dimension.
h) The kitchen shall have hot and cold running water and a minimum clear

working space of 30" shall be provided in front of each cooking appliance and
refrigeration unit.
i) Stairways must have handrail meeting the following requirements:
♦ Top of handrail 34" to 38" above the stair tread nosing.
♦ Grippable cross-section of handrail shall be 1 '/4" minimum to 2" maximum.
j) Guardrail required to protect falls greater than 30" (such as at stair landings,
balconies, etc).
2) SMOKE DETECTION: Battery operated smoke detectors are required throughout
both units in the following locations:
a) Each sleeping room
b) Centrally located in hallways or areas accessing sleeping rooms (when sleeping
rooms are on the upper floor, smoke detectors must be installed near the
stairway)
c) Minimum of one smoke detector installed on each floor, including basement
d) Newly created sleeping room(s) shall have hard wired smoke detectors with
battery backup
3) EMERGENCY ESCAPE: One openable emergency escape window or door is
required in every sleeping room and basement. It must meet all of the following
requirements:
a) Openable area of not less than 5.7 square feet
b) Minimum clear height of 24"
c) Minimum clear width of 20"
d) Finished sill height of not more than 44" above the finished floor
e) Indicate the type of window, e.g. slider, casement, single hung, etc.
• Open directly to the outside and open without key, tool, special
knowledge or effort
4) VENTILATION:
a) Whole house ventilation is commonly provided with either 1) an exhaust fan
(sized per table 3-2 WSVIAQ*) with window vents or wall ports or 2) an
integrated forced air system which brings fresh air in through the furnace. (See
WSVIAQ Chapter 3 for other options.) *Washington State Ventilation and Indoor Air
Quality Code (WSVIAQ
b) Bathrooms and laundry rooms shall be provided with a min.50 cfm exhaust fan
c) Kitchens shall be provided with a minimum 100 cfm exhaust fan
6) HEAT: Heating facilities shall be capable of maintaining a room temperature of
68 degrees F at a point 3 feet above the floor in all habitable rooms. Each unit must be
provided with its own thermostat to control heat.
7) KITCHEN: Indicate location of stove, sink, and exhaust fan

Dear Ms. Coccia,
Thank you for your prompt attention to my request for a Conditional Use permit for an Accessory Dwelling
Unit. This letter is intended to provide the information, clarification and correction as requested in your
letter dated July 1, 2009.
I will initially address each of the four Planning Division comments (1 a) through (1 d) as follows:
1 a. Reducing the ADU's size would be impractical because the entire unit is completely located on a single
and separate floor with its own entrance and porch. In order to efficiently use the floor area, I request that
the Planning Manager allow a variance to the (800 square feet) guideline as provided by city code, Section
20.21.030(D). The ADU comprises 39% of the total floor area (less than the 40-50% city requirement) and
meets all other standards.
lb. A signed and notarized "ADU Affidavit" was presented with my initial application on June 2, 2009. A
copy of this document is attached.
lc. I agree to sign an "ADU Covenant" to be recorded at the Snohomish County Auditor's office.
I d. There are no exterior changes, nor any changes to the site with regard to the ADU.
With regard to the Engineering Division request, I have attached a schedule of the driveway and parking
area dimensions, showing the asphalt and impervious areas for parking. We have at least three off-street
parking spaces for the home and the related ADU as proscribed in Section 20.21.030(E). I'm song for any
confusion the original plans may have caused.

Dear Mr. Griffin,
Thank you for submitting an application for a Conditional Use Permit (CU) for an Accessory
Dwelling Unit (ADU) at 19311 Olympic View Drive in the Single -Family Residential (RS-12)
zone. City staff has finished the initial check for completeness on your application, and it was
found that the following information, clarification, or corrections will need to be addressed
before review can continue.
Please provide a written response to the items mentioned below...
1. Planning Division Comments:
a. Is there an easy way to reduce the size of the ADU (by adding walls)? The proposed
ADU is over 800 square feet, but it appears to be located on a single floor, so please
revise floor plans to keep the ADU under 800 square feet or provide an argument as to
why you will need to use all of the floor area in the basement for the ADU.
b. Please submit a signed/notarized "ADU Affidavit" (attached) affirming that you, the
owner, will be occupying either the main unit or the ADU for more than six months of the
year.
c. Please be aware that during this process (after land use approval and before building
permit approval) you will be required to sign an "ADU Covenant" that you will record at
the County Auditor's office which provides notice to future owners that the existence of
the ADU is predicated upon the occupancy of either the ADU or the primary unit by the
person whom the ADU permit has been issued.
d. Are any exterior changes proposed with the addition of your proposed ADU? Are any
changes to the site proposed, including new paving? If so, please provide this
information and understand that a Critical Areas Reconnaissance may be required (along
with the $155 review fee).

2. Fire Department Comment: (FYI) The Fire Department has provided the standard comment
for ADUs — that smoke detectors, interconnected, hard wired with battery backup, will be
required with your upcoming "building compliance permit."
3. Engineering Division Comment: The Engineering Division needs additional information
(namely, they need to you add more information to your site plan related to parking and
impervious surface areas and dimensions). Please review the attached memo and respond,
through, me, at your earliest convenience. You may redline (revise) your existing site plan if
that is easier for you.
4. Building Division Comment: (FYI) The Building Division wanted to let you know that a
"building compliance permit" will be required after you receive ADU approval with this land
use permit. I have attached a handout on the process, as well as their memo. This is a
required permit for those seeking ADU approval and goes hand -in -hand with the land use
permit — it is a review of the proposed construction and includes a compliance inspection.
Please respond at your earliest convenience so that your application may be processed in an
expedient manner. Thank you for your interest in land use and development in Edmonds. If you
