During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to an Engineering Technician.
City of Edmonds handouts and standard details can be referenced on the City website under Public
Works Department, Engineering Division.
GENERAL
1. Please provide separate itemized cost estimates, including units and unit prices, for both on -site
and off -site (right-of-way) improvements, including traffic control.
a. A bond is required to be placed for all right-of-way improvements. The amount of the bond
will be based on 120% of the City approved estimate for all right-of-way improvements.
The City will inform you of the appropriate bond amount after review of the cost estimate.

b. If you intend to post a bond in order to record the subdivision, the bond amount will be
based on the entire scope of the project.
c. Inspection fees for this project will be calculated at 2.2% of the 120% City approved
estimate for all improvements.
2. Please submit a traffic control and haul route plan for review and approval. Individual plans
shall be provided for all elements of work to be completed both in 238th and in Edmonds Way.
3. Please add a general note to the plans that states: "Approval of these plans does not constitute
approval of the single family residences and associated setbacks. A separate building permit is
required for review and approval of the single family residences".
4. Please revise City of Edmonds approval block to say City Engineering Division instead of City
Engineer.
DRAINAGE REPORT
The following comments are provided from Jerry Shuster, Stormwater Program Manager, in review
of the drainage report dated 7/2/2010. Specific questions regarding these comments should be
directed to Jerry by phone at 425.771.0220 or by e-mail at shuster@ci.edmonds.wa.us.
Section 4, "Time of Concentration, Existing Site:" Existing conditions for projects in creek
basins (Fruitdale Creek in this case) need to be modeled as secondary growth forest. As
such, the Tc for the 155 ft flow length needs to be modeled as "Woods forest 2/light
underbrush" that has an Ns value of 0.4.
2. Per the first comment, existing conditions need to be model with a CN of 81 for Alderwood
Type C soils.
3. The proposed detention system need to be re -sized base on comment 1 and 2.
4. The drawing that says "Total Imp Surface=14,320 sf' need to match up with the impervious
surface table that is missing from the Plan sheets (see below)
5. The "WQ Calc's" assumes 6,747 sf of pollution generating impervious surface (PGIS)
draining to the ponds. This values needs to match up with the values in the table that is
missing from the plan sheets (see below).

2. Further explanation is required for the design of the 4 inch PVC under drains connected to the
detention system. Footing drain and/or groundwater should not be connected to the detention
systems since it takes up capacity reserved for surface runoff. Footing drain and/or
groundwater should be connected to the stormwater downstream of control manhole.
3. A complete review of the entire proposed storm drainage system is reserved following resolution
of all of the aforementioned comments.
C1— GENERAL NOTES
1. Please revise Utility Connections/Utility Interruptions Notes #1 & #2 to state contractor shall
receive approval from City Engineering Division and Fire Department 2-weeks in advance of all
interruptions.
2. Please add into the general notes section the following:
a. Trenches within the right-of-way shall be backfilled to meet 95% compaction. Compaction
test reports are to be submitted to the City for approval prior to paving.
b. CDF is not permitted in the City right-of-way.
3. Replace Utility Connections/Utility Interruptions notes #1 & #2 with the following:
#1: CONTRACTOR SHALL OBTAIN APPROVAL FROM THE CITY AND FOLLOW CITY
PROCEDURES FOR ALL WATER SERVICE INTERRUPTIONS, HYDRANT SHUTOFFS,
STREET CLOSURES OR OTHER ACCESS RESTRICTIONS. CONTRACTOR SHALL NOT
RELOCATE OR ELIMINATE ANY HYDRANTS WITHOUT FIRST OBTAINING
WRITTEN APPROVAL FROM THE F RE MARSHAL.
#2: COORDINATE AND ARRANGE FOR ALL UTILITY CONNECTIONS, UTILITY
RELOCATIONS AND/OR SERVICE INTERRUPTIONS WITH THE AFFECTED OWNERS
AND APPROPRIATE UTILITY COMPANIES. CONNECTIONS TO EXISTING UTILITIES
SHALL BE MADE ONLY WITH ADVANCE WRITTEN APPROVAL OF THE
AUTHORITIES GOVERNING SAID UTILITIES.
C2.1— GRADING & EROSION CONTROL PLAN
1. Catch basin insert note has been cut off page. Please revise.
2. Revise standard detail notes to include the sheet number in which the standard detail can be
found.
3. Revise construction sequence as follows:
#3: revise to include "and install tree protection".
#9: revise to state "Permanently stabilize entire site. Erosion control features can be removed
upon final site stabilization and approval by the City inspector.
4. Indicate rockeries/concrete paths that are to be removed.
5. Please clarify clearing limits and tree removal/protection.
a. The trees along the east property line fall outside the clearing limits, but two of the trees are
in bold line type and the others are grayed out. Is this of significance?
b. The trees along the south property line are grayed out and appear to be within the clearing
limits, so it is assumed they will be removed. Please confirm. These trees have caused

significant damage to the City storm system to the south and therefore it is critical the trees
be removed.
c. Will a chain link fence or other barrier be placed around the existing house and trees that are
to be protected?
C2.2 — CONCEPTUAL DRAINAGE & UTILITY PLAN
1. Revise sheet title to represent what is provided on the sheet.
CM — SITE IMPROVEMENT PLAN
1. Provide cross section of driveway access — show limits of easement, paving, utilities, curbs,
slope and buffer area between pavement and edge of easement.
2. Show the existing fog line and indicate re -painting of areas that are disturbed.
3. Show proposed mailbox location. If mailboxes are to be located adjacent to the property, the
sidewalk shall be constructed as show in City standard detail E8.6.
4. Show location of fire and aid address signage at the entrance to the subdivision. Please refer to
City standard detail E8.3.
5. The existing extruded curb along the frontage of property is in a state of disrepair. Plans shall
call out replacement of the entire curb and walkway along the frontage of the property. The
extruded curb shall be replaced with vertical curb & gutter per City standard detail E2.8. The
asphalt walkway shall be reconstructed per City standard detail E2.12.
6. Note on plans, the proposed driveway approach shall be constructed to City standard detail
E2.26. Please refer to and include this standard detail in the plan set.
7. Clearly identify existing driveway approach that is to be removed.
8. It is likely the entire curb section adjacent to the proposed storm main extension will not remain
in -tact during the storm install. Please add a note to the plans that states "If the curb or walkway
is undermined or damaged during storm main install, it shall be removed and replaced to City
standards."
9. The 22-foot wide access tract should be referred to as an "Access & Utility Tract".
10. Please remove structures/notes that were identified for removal on Sheet C2.1 (gravel driveway,
pathway, etc.)
11. 1-foot curb cuts at 10-feet on center are shown along the south side of the access road. All
storm water should be managed on site. Please revise plans so curb cuts are not shown within
the ROW. Solid curb or berm should be installed to direct storm flows onto private property.
C4.1— STORMWATER MANAGEMENT PLAN
1. Remove storm drainage note #5.
2. Refer to note #10 under sheet C3.1 regarding the 1-foot curb cuts and storm drainage flows.
Please revise accordingly, including removal of swale area shown within the right-of-way.
3. Include a cross section of the water quality cells in the plan set, similar to what is provided in the
storm drainage report. Cross section should include slopes and yard drain.
4. The note for the water quality cell refers to a table that doesn't appear to have been included in
the plan set. Please provide a reference to where it is provided.
5. Provide RIM and invert elevations at all yard drains.

6. Flow Control Structure with Detention Tank Detail: Please note that ladder steps shall be
polypropylene. Please also clarify that shear gate handle shall hang on ladder steps when shear
gate is in the closed position.
7. Note on the plans the capacity of the detention system and the amount of impervious area
allotted for each lot.
8. Refer to standard detail E4.2 for utility trench sections within the right-of-way.
9. Please remove structures/notes that were identified for removal on Sheet C2.1 (gravel driveway,
pathway, etc.)
C5.1— WATER, SEWER & UTILITY PLAN
1. Please revise the Water Notes as follows:
#8: FYI only — other pipe materials are permitted for water service lines. Are the materials
noted per the direction of the engineer or should the note be revised to include PEX pipe or other
options as permitted by the City?
#9: The Engineering inspection line is to be called for inspections, but not testing. The
inspection line phone number is 425.771.0220, x1326
#10: The Cross Connection Control Specialist should be contacted for backflow prevention &
purity testing requirements. City staff will not perform the required tests.
#12: CDF backfill is not permitted in the City right-of-way.
2. Please revise the Sewer Notes as follows:
#6: CDF backfill is not permitted in the City right-of-way.
3. Refer to standard detail E4.2 for utility trench sections within the right-of-way.
4. The callout for domestic water service has been cut off the plans, please revise.
5. The water service lines from the main to the meter will be installed in a straight line,
perpendicular to the main. Plans indicate a jog in the lines near the property line. Please revise.
6. The proposed location for the water service lines falls within the drainage easement. Easement
shall be revised to state drainage and utilities or water service lines shall be located entirely
within the access/utility tract.
7. Indicate what size sewer pipe will be installed for the 371f section that serves Lot 2.
8. Confirm that a minimum 3-foot separation between water and gas/power/cable/phone will be
achieved.
9. Water, sewer, utility services to existing home shall be shown on the plans and can be noted as
"to remain".
10. Please remove structures/notes that were identified for removal on Sheet C2.1 (gravel driveway,
pathway, etc.)
11. A storz adapter shall be installed on the existing fire hydrant located at the corner of 194t' &
88t'. Please note on plans.
