Site Location 21601 76"' Avenue West (zoned MU — Medical Use) C. Introduction The applicant is proposing to install a new wall sign (to replace an existing wall sign) and reface two monument signs at Stevens Hospital as part of the site's transition to Swedish Hospital (Attachments 1 and 2). This work is being done as part of a phased sign package pursuant to ECDC 20.60.0153, which allows applicants to bring signage proposals before the ADB when they want to request a modification of the standards in the sign code, and is intended to improve overall appearance and utility of signage at the site. While the project will be phased, review and approval of this first phase will allow the hospital to have at least some `Swedish' signage in place as the naming change takes place in early September. To further facilitate the project due to the tight timelines, the applicant has submitted a letter waiving their right to an appeal of the Board's decision in order to be able to install the proposed signs by early September (Attachment 9). Attachment 3 is a site plan of the Swedish buildings and Attachments 4a and 4b are air photos of the site and the hospital's West Tower with the current `Stevens' sign. Attachment 5 is a rendering showing the proposed `Swedish' wall sign and logo near the top of the northeast corner of the West Tower facing Highway 99. Attachment 6 is a schematic of the wall sign. Attachment 7 includes two photos of the two monument signs which will have their faces replaced with `Swedish' text. D. Edmonds Community Development Code (ECDC) Compliance 1. ECDC 16.62 — MU — Medical Use According to ECDC 16.62.020.B, sign standards for the MU zone shall be the same as those for the BN — Neighborhood Business zone (Attachment 10). While the project site is located in a specific district (Medical/Highway 99), it is not located in the CG or CG2 zones; therefore, "General Design Review" is required. b. Design review by the ADB is appropriate for this project because the applicant has requested a modification to the applicable sign standards pursuant to ECDC 20.60.015, c. The ADB must find that the proposal is consistent with the criteria found in ECDC 20.11.030, the Comprehensive Plan, and the zoning code. The design criteria from ECDC 20.11.030 applicable to a sign package include: i. (A)(2). "Colors, which should avoid excessive brilliance or brightness except where that would enhance the character of the area." The proposed signage will use white and blue colors typical of the Swedish Medical Center corporate theme. ii. (A)(5). "All signs should conform to the general design theme of the development." The sign package will ensure that all signs on the site follow a similar design theme appropriate to the development at the site. 3. ECDC 20.60 — Sign Code A sign package is required for the Swedish site because the total number of signs exceeds the maximum number of signs allowed per ECDC 20.60.025.A (three per site or one per individual subtenant). However, as discussed previously, the Design Board may review signage in excess of that allowed by the code according to ECDC 20.60.0153 as part of a sign package. a. According to ECDC 20.60.020.L, a wall sign with interior illumination is a permitted sign type in the SR-99/Medical-Highway 99 Activity Center. The proposed sign will have illuminated white `Swedish' lettering and a logo typical of the Swedish Medical Center corporate theme. b. Maximum total permanent sign area. Section ECDC 20.60.025.A.1 states, "[t]he inaxinium total permanent sign area for allowed or permitted uses in the BN, BC, BD and CW zones shall be one square foot of sign area for each lineal foot of wall containing the main public entrance to the primary building or structure located upon a separate legal lot." There are multiple buildings on the site and the hospital itself has multiple entrances; as a result, the maximum total permanent sign area is difficult to determine. However, the eastern -most fagade of the main hospital building contains both a public entrance and emergency entrance along a wall of approximately 400 lineal feet (Attachment 4a). Using this distance to determine the total permanent sign area, there could be approximately 400 square feet of signage to be divided among the buildings on the entire site. Going forward, should Swedish find that the approximately 400 square feet of signage available for the entire site is insufficient, a code amendment to either the applicable portions of the sign code (Chapter 20.60) or the Medical Use zone code (Chapter 16.62) may be appropriate given the unique nature of the site. c. Total number of signs. Section ECDC 20.60.025.A.4 states, "[t]he maximum number of permitted permanent signs is three per site, or one per physically enclosed business space on commercial sites with multiple business tenants, whichever is greater. The total sign area of all signs permitted on -site must also comply with the maximum total permanent sign area specified in this chapter." The Swedish site is a multi -tenant site and there are Page 2 of 4 Swedish Hospital — Sign Package PLN-2010-0052 currently numerous signs on the site. It is uncertain at this time the exact number of signs at the site but there are surely more than the three being reviewed as part of this permit. This makes the other signs nonconforming with respect to number but it is anticipated that the next phase of the sign package will address the remainder of the signs on the site which would bring the signs into conformance. d. ECDC 20.60.030 — Wall signs. (A). "The maximum area of any wall sign in the MU (BN) zone shall be I square foot per lineal foot of attached wall." The applicant has indicated that the proposed `Swedish' sign is to be 142.70 square feet (Attachment 2). According to the site plan provided (Attachment 3), the east face of the West Tower is approximately 150 feet long. As proposed, the sign would comply with the area requirement. This will be verified at building permit. It should also be noted that the total area for the proposed `Swedish' sign could be re -calculated using the individual areas of the letters and the logo separately. (B). "The maximum height of any attached sign in the MU (BN) zone shall be 14 feet or the height of the face of the building on which the sign is located, consistent with ECDC 20.60.020(A)." The proposed `Swedish' sign is below the height of the face of the eastern face of the West Tower and, thus, complies with the height requirement (Attachment 5). This will be verified at building permit. e. ECDC 20,60.045 — Freestanding signs. If the existing monument signs are eventually entirely replaced, the replacement signs will have to meet the requirements of ECDC 20.60.045. The proposed refacing of the two monument signs would usually not be referred to the Design Board but was in this case since the replacement was part of the overall sign package. The proposed sign faces use the familiar `Swedish' text, logo and colors. Going forward, it should be noted that the MU zone requires a 15-foot street setback and no structures can be located in that setback area unless they are less than 36" high as measured per ECDC 20.60.020.J. E. Comprehensive Plan Compliance 1. Location: The site is designated Hospital/Medical and overlain by the Medical/Highway 99 Activity Center and the North Highway 99 Hi -Rise Node. General Design Objectives are located on pages 90 — 98 and are intended to encourage the development of high quality, well -designed projects that reflect the values of the citizens of Edmonds. The Comprehensive Plan also adopts by reference the Stevens Memorial Hospital Master Plan. The Master Plan for the site was adopted in 1993/4 prior to the development of the Medical Use zone designation and the rezoning of the site in 1996. The Master Plan does not provide specific guidance for signs except to recommend that a sign package be used in order to develop a consistent theme for the site's signage including size, color and design. As redevelopment of the site occurs, Swedish should review the Master Plan and modify it if necessary or request that it be removed from the adopted master plans in the Comprehensive Plan since it is no longer required due to the implementation of the Medical Use zone. 2. Design Standards for Site Design. The proposal satisfies the intent of the following goals and policies from the Comprehensive Plan: a. "Protect the streetscape from becoming cluttered." (page 93) b. "Minimize distraction from the overuse of advertisement elements." (page 93) c. "Provide clear signage for each distinct property." "Signs should be related to the circulation element serving the establishment." (page 94) f. "Where multiple businesses operate from a central location, tenants should be encouraged to coordinate signing to avoid the proliferation of signs, each competing with the others." (page 94) g. "Signs: Less conflict and confusion among signs. Visible from a distance at speeds of 35- 45 mph. Pole signs no higher than 20' maximum height. Design approval of signing as a condition of approval for highrise buildings in "nodes". (page 97) F. Staff Comments 1. The Building and Engineering Divisions also reviewed this permit. Building indicated that a permit is required for the proposed wall sign. Engineering noted that the monument sign adjacent to 76"' Avenue West shall remain entirely on private property (Attachment 8). G. Recommendation Because this proposal is consistent with the applicable zoning code requirements and the policies and goals of the Comprehensive Plan, staff recommends that the Design Board approve the sign package for Swedish Hospital with the following conditions: 1. The applicant must obtain a building permit for the proposed wall sign. 2. The monument sign adjacent to 76th Avenue West shall remain entirely on private property. 3. As the rebranding of the site proceeds and other signs are updated, Swedish must apply to the Design Board to either amend the subject sign package or apply for a new package that includes all signage proposed for the entire site. The plan is to do this in stages. The first stage is to change the main ID sign located on the east elevation that reads "Stevens Hospital" in channel letters with an existing square footage of 269.57 to "(Logo) Swedish" in channel letters with 142.70 square feet. However, they are requesting the difference of 126.87 square footage of signage be retained for other possible signage. Along with changing this sign they would like to reface two existing monument signs, one on 76t` Ave and one located at the east entrance (all designs attached). The MU zone has the following specific purposes: A. To reserve areas for hospitals and related medical facilities. B. To reserve areas that would provide the underlying zoning needed to enable master planning for medical campuses. C. To reserve areas for the concentration of medical facilities in order to enable the efficient provision of a wide spectrum of medical services. D. The uses permitted in this zone are intended to be functionally related to or serve medical uses or health care services. [Ord. 3118 § 1, 1996]. 16.62.010 Uses. A. Permitted Primary Uses. 1. Medical and health care uses including but not limited to hospitals, outpatient clinics, continuing/long-term care services, hospice services, laboratories, medical research facilities, emergency medical services and offices of doctors, dentists, physical therapists, and all others related to medical and health care uses; 2. Medical staff facilities and similar uses, including but not limited to educational and meeting facilities and staff sleeping quarters; 3. Retail sales and services related to medical uses, including but not limited to pharmacies and convenience stores, gift shops, bookstores, florists, medical and health care equipment sales and restaurants. Only uses directly related to supplying medical services may be permitted to operate drive -through facilities; 4. Residential uses dependent upon or related to medical care, including but not limited to convalescent care facilities, nursing homes, retirement homes, group homes for the disabled and overnight accommodations; 5. Day-care facilities; 6. Counseling centers and alcohol and drug treatment facilities; 7. Transit and other transportation -related facilities; 8. Local public facilities, whether or not planned, designated, and sited in the capital improvement plan, subject to the requirements of ECDC 17.100,_0.50; 9. B. Permitted Secondary Uses. Helicopter pads related to medical use, if approved as part of a master plan and adopted as part of the comprehensive plan; 2. Facilities for the permanent storage and/or disposal of biomedical, radioactive and other hazardous waste shall not be permitted; provided, however, that facilities for the treatment or temporary storage of biomedical, radioactive and other hazardous waste generated within the medical use zone, or by local publicly operated medical facilities related to the hospital, shall be permitted. C. Secondary Uses Requiring a Conditional Use Permit. 1. Helicopter pads related to medical use. If the location of a helipad is not included as part of an approved master plan, then a conditional use permit shall be required. In addition to the conditional use permit review criteria, the development and use of a helipad shall be subject to the following conditions: a. The helipad shall be limited to emergency medical uses only; b. Noise from the helipad must be minimized using buffering combined with other operational and site design techniques to minimize the noise impact on surrounding uses; c. The helipad shall be sited no closer than 75 feet to any right-of-way or property boundary; d. The hospital district shall take reasonable measures to ensure safety around the helipad, when in use, and shall comply with all applicable FAA standards and regulations; e. The helipad should be located in the southern portion of the site in order to mitigate potential noise impacts of the residential areas to the north; 2. Regional parks and community parks without a master plan subject to the requirements of ECDC 17.100,070. Direct access to retail sales and services shall not be permitted from arterials which serve the general traveling public.
