B. Introduction
The Edgewood Baptist Church located at 20406 76th Avenue West is proposing to
remove and replace two trees on property (Attachments 1 — 3). One tree is a Scotch Pine
located between the church and 76th Avenue West that has recently died. The second tree
is a Douglas fir tree located on the west side of the church adjacent to a concrete
walkway to which the roots of the tree are causing damage creating a tripping hazard.
The Edgewood Baptist Church is proposing to replace the trees in approximately the
same location with the same species of the trees being removed.
C. Findinl4s and Conclusions
1. The property located at 20406 76th Avenue West is zone RM-3 (Multi -Family
Residential) as are the properties just to the south and north across 203rd Street SW.
A single-family residential neighborhood zoned RS-8 sits just west of the site and the
City of Lynnwood is east of the site across 76th Avenue West,
2. The main church structure was constructed in 1975. While it does not appear that a
landscape plan was reviewed and approved in conjunction with the building permit,
the area surrounding the church is well landscaped.

A landscape plan for the expanded parking area south of the church building was
reviewed and approved; however, the trees requested for removal under this request
are located outside of the landscaped area that was approved with the expansion of
the parking lot.
4. Type III landscaping would be required for the area between the church building and
76t' Avenue West. Generally, the existing landscape in this area is consistent with
the Type III landscaping requirements detailed in ECDC 20.13.030.C.
5. The area between the church building and 761h Avenue West will still be consistent
with the Type III landscaping requirements if the Scotch Pine proposed for removal is
replaced with another Scotch Pine.
6. Type III landscaping to buffer building elevations would also be required on the
western side of the church building where the Douglas fir proposed for removal is
located. The existing landscape in this area is generally consistent with the Type III
landscaping requirements detailed in ECDC 20.13.030.C.
7. The area of the western side of the church structure will still be consistent with the
Type III landscaping requirements if the Douglas fir proposed for removal is replaced
with another Douglas fir.
F. Technical Review
The Public Works Department and Engineering Division have reviewed this application
and while Publics did not raise any issues or concerns with the proposal, the Engineering
Division approved of the proposal subject to conditions for work within the City of
Edmonds right-of-way. See Attachment 5.
G. Decision
Based on the findings, conclusions, and attachments to this report, staff finds that the
design review for file number PLN20100056 is APPROVED with the following
conditions:
1. The Scotch pine located between the church building and 761h Avenue West shall
be replaced with a Scotch pine in the same general vicinity as the tree being
removed.
2. The Douglas fir on the western side of the church building shall be replace with a
Douglas fir in the same general vicinity as the tree being removed.
3. Pursuant to ECDC 20.13.015.13, both replacement trees must be a minimum of six
feet in height.
4. Substitute replacement tree species may be approved by the City of Edmonds
Planning Division if the proposed replacement species and size are not available.
5. Trees shall be fell on private property and shall not disrupt the right-of-way.
Should it become necessary to use the City right-of-way, a separate right-of-way
construction permit shall be submitted to the City for review and approval.

Staff design review is a Type I decision which pursuant to ECDC 20.01.004.0 is subject
to judicial appeal.. Type I decisions may be appealed by a party of record with standing
to file a land use petition in Snohomish County superior court. Such petition must be
filed within 21 days after issuance of the decision, as provided in Chapter 36.70C RCW.

I am requesting a permit to remove two trees on the church grounds. One of the trees
has recently died: a 14 inch Scotch Pine situated on the east edge of the property in
front of the main building. The other tree, a 22 inch Douglas Fir, is situated adjacent to a
concrete walkway on the west side of the building, and is causing damage to the
walkway from the roots raising the concrete. This situation has been identified as a
tripping hazard. Please refer to the accompanying photos and partial tree plan for
specific locations of both trees.
Once removed, the trees will be replaced with the same original species, appropriately
located in the same vicinity, and will be at least 6 feet in height.
