Dear Mr. Herman,
The City of Edmonds has reviewed the application for a lot line adjustment between the properties located
at 17802 and 17804 Vista Del Mar Drive for completeness pursuant to Edmonds Community
Development Code (ECDC) 20.02.002, and has determined that the application meets the procedural
submission requirements and therefore is complete. Please accept this letter as the City's notice to
applicant of determination of completeness pursuant to ECDC 20.02.003. Although the application is
procedurally complete, additional information is needed before review of the application can continue.
Please respond to the following items, so that I can continue review of the application:
1. Easements: The proposed lot line adjustment would impact two easements. These easements need to
be amended in order to revise the lot line as proposed.
a. Lot 8 currently has an utility easement recorded against the property stating it's location as "The
South 20 feet of the East 10 feet of Lot 8 of the plat of Vista Del Mar ..." Altering the lot lines as
proposed would change the location of this easement. In order to revise the lot line as proposed,
the easement would need to be amended to reflect its location both on Lot 8 and Lot 7. A copy of
the easement is attached and is recorded under AFN 200209190007.
b. Lot 7 currently has an ingress -egress easement recorded against it for the benefit of Lot 8.
Altering the lot lines as proposed would leave a strip of land on Lot 7 for which Lot 8 would not
have an ingress -egress easement agreement on to cross over to access Lot 8. In order to revise
the lot line as propose, the easement would need to be amended to reflect the new configurations
of Lots 7 and 8. A copy of the easement is attached and is recorded under AFN 200309160798.
2. Lot Area: As mentioned above, there is an ingress -egress easement (AFN 200309160798) on Lot 7.
Pursuant to ECDC 21.55.020, lot area shall exclude the area of access easements. Please provide the
gross and net area of Lot 7 (Lot 7 minus the ingress/egress easement area) on the preliminary plans.
Property Owners Names: Please include the owners' names in the signature blocks for Lot 7 and
Lot 8 on the first page of the lot line adjustment documents.
4. Surveyor Signature: The survey submitted with the application was not signed by the surveyor.
Please ensure the revised survey is signed by the surveyor.
5. File Number: Please revise the lot line adjustment to state the file number as PLN20110064.
