landscaping on multifamily- and commercially -zoned sites are subject to design review according
to ECDC 20.13. The subject application does not trigger SEPA review; therefore, the proposal
may be approved by staff as a Type I Decision, subject to the requirements of ECDC 20.01.003.
C. Findings and Conclusions
1. The Soundview Apartments are located at 614 6th Ave. N and 629 Glen Street. As indicated
on the associated aerial photo, the site is T-shaped but basically sits at the corner of 6th and
Glen. The landscaping under consideration in this permit is that adjacent to 629 Glen Street
on the southern edge of the site. The site is zoned RM-1.5 and is bounded by a similarly
zoned and developed parcel to the east. To the north is a single-family zoned and developed
neighborhood.
2. The southern portion of the site (629 Glen) was developed in 1966 but there was no
landscaping plan on file with the City; however, the property is well landscaped and appears
to be well maintained.
Attachment 3 shows the existing and proposed landscaping at the site along Glen Street. The
existing pine trees were probably planted when the building was constructed in the 1960s but
they are quite close to the building and have likely been topped numerous times due to their
proximity to the overhead lines. The proposed landscaping (lower half of page) includes a
variety of native species with a mix of small- and medium-sized trees along with lower
growing shrubs and groundcover.
4. The proposed changes will improve the quality of the landscape and appearance of the
Soundview Apartments along Glen Street.
D. Technical Review
This project was reviewed by both the Engineering Division and the Public Works Department.
Engineering recommended the right-of-way permit condition and Public Works had initially
required a sprinkler permit until this was removed from the proposal (Attachment 4).
E. Decision
Based on the findings, conclusions and attachments to this report, staff finds that the design
review for file number PLN-2011-0067 is APPROVED with the following condition:
1. All work shall be done from private property or a right-of-way permit must be obtained from
the Engineering Division.

G. Appeals
Per ECDC 20.07.006, appeal of this decision must be filed within 21 days after the issuance of
the decision with the Snohomish County superior court. The applicant submitted a letter
(Attachment 5) waiving the right to appeal.

associated with the landuse permit for the landscaping job at 629 Glen Street so that
work may begin as soon as the permit (s) are issued.
Due to the time lapse in applying and receiving a permit we are Beading into seasonal
weather conditions that could adversely affect the ability to complete the landscaping
project.
