Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to an Engineering Technician. City of Edmonds handouts and standard details can be referenced on the City website under Permit Assistance. GFNFRAL Please provide an itemized engineers cost estimate, including units and unit prices, for both on - site and off -site (right-of-way) improvements, including all utilities, frontage improvements, traffic control, etc. Please use the King County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where appropriate. • A bond is required to be placed for all erosion control measures and right-of-way improvements. The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City. • If you intend to post a bond in order to record the subdivision, the bond amount will be based on the entire scope of the project. • Inspection fees for this project will be calculated at 2.2% of the 120% City approved estimate for all improvements. 2. Add reference to City subdivision file number. 3. Please add a general note to the plans that states: "Approval of these plans does not constitute approval of the single family residences and associated setbacks. A separate building permit is required for review and approval of the single family residences. 4. Revise plan set to include the following plan sheets: a. TESC/Grading Plan — including existing and proposed contours, elevations for curb, retaining wall, etc. b. Utility Plan — including water, sewer, storm, gas, power, phone/cable utilities c. Frontage Improvement Plan — including cross sections of road, sidewalk and slope behind sidewalk at proposed driveway location(s), mailbox location and corner curb ramp. d. Traffic Control & Haul Route Plan — including individual plans for all elements of work to be completed both on 208th & 74th Ave W. 5. The proposed lot line between Lot A & Lot B does not provide for the required 10-foot setback from the existing home. Please revise accordingly. 6. In accordance with ECDC 16.30.030.C, "no parking spaces may be located within a street setback". It appears as though 2 parking spaces will be required for each lot. It may be beneficial to provide a joint driveway access due to site constraints and to allow for appropriate on -site parking site. Parking could also be provided within a garage under the structure (at least on Lot B and on Lot A if the existing home were demolished). Please revise plans accordingly. COVER SHEET — Sheet 1 of 4 1. Revise General Note number 1 to reference 2012 WSDOT standards instead of 2010. 2. Remove General Note number 15 — this note is not applicable to this phase of the project. 3. Add utility purveyor information to this plan sheet. TESC PLAN - Sheet 2 of 4 1. Revise Erosion Control General Note "J" to state City of Edmonds instead of Kirkland. 2. Revise Note 9 to remove "denuded". 3. Remove notes that are not applicable to the project, including note 15, 19 and 24. 4. Revise Note 22 to only state filter socks and not filter fabric. 5. Remove "as needed" note on plans as it pertains to installation of erosion control measures. 6. Reference City standard detail E1.2 for rock construction entrance. 7. Include under construction sequence the requirement to compost amend disturbed soils in accordance with City handout E72C. SITE IMPROVEMENT PLAN — Sheet 3 of 4 1. Remove inspection information notes provided on the left hand side of this plan sheet. These notes are not needed on the plan set. 2. Revise Site and Frontage Improvement Notes as needed based on the comments provided throughout. 3. Rockeries are prohibited within the City right-of-way. With development of this lot you will be required to remove the existing rockery and replace with a retaining wall as required. An encroachment permit will be required for any portions of the retaining wall located within the City ROW. Retaining walls designed to support a surcharge shall be designed by a licensed engineer. Show location of proposed retaining wall sections, proximity to sidewalk, property line, driveways, etc. 4. Revise 74th Ave W Road Section to include the pavement centerline and the ROW centerline, as well as any required retaining wall behind the sidewalk. Page 2 of 3 5. Fences shall also be located on private property unless an encroachment permit is obtained giving approval for the fence to be located within the City right-of-way. 6. Show existing road pavement markers denoting centerline of pavement. 7. Show existing crosswalk. 8. If the existing house is to remain, please note as such on the plans. 9. The covered patio attached to the existing home is required to be removed as a condition of short plat approval, as well as the existing structure on Lot B. Please note requirement on plans. 10. Please note existing curb on 208th shall be removed and replaced as determined by City Engineering Inspector. 11. Show required 2-foot ACP cut along areas of curb/gutter replacement. 12. Show sawcut limits and trench patching/ACP replacement. 13. Add note to plans that trench compaction test reports (showing 95% compaction) shall be submitted to the City prior to paving trench patches. 14. Provide reference to standard details provided on separate plan sheets. 15. Ensure driveway locations line up with proposed driveway curb cuts. 16. Clearly identify portions of utility systems to be installed during construction of the short plat improvements (and stub locations) and then future runs of pipe to be installed with construction of the single family residence. 17. Sewer Utility comments: a. Both lots shall share one 6" sewer lateral. Revise plans and show easement areas as needed. b. The existing sewer lateral from the City sewer main to the property line will need to be TV'd by the City Sewer Division to confirm it is acceptable to reuse. Contractor shall schedule this inspection through the Sewer Division by calling 425-771-0235. Should it be determined the lateral is not acceptable to reuse, the contractor will be required to remove and replace the lateral back to the main. Please note as such on the plans. c. Show requirement for a 6" cleanout with 12" Cl lamphole cover at the property line. d. Add note to plans that repair/replacement of side sewer for the existing home will require a separate side sewer permit. 18. Water Utility comments: a. Show location of existing water meter and WSL serving existing single family residence. b. Confirm proposed location of water meter for Lot B will work considering potential need for retaining wall/slope behind sidewalk. 19. Stormwater Utility comments: a. Collection of runoff from all new impervious surfaces is required as the total for the project will exceed 2000sf. If 2000sf of impervious will not be created during this phase of the project then installation of a storm system would not be required at this time. However, provisions need to be in place for collection and management of the stormwater at the time of building permit. b. Please submit the complete design for the infiltration trench sizing, including the analysis performed by Associated Earth Sciences. Even if the installation of the storm system will be deferred, the infiltration soils test data will need to be submitted to confirm that infiltration is a feasible option for this project. c.
