Jody Daniel I 1 • Lien, Kernen From: Vivian Olson [vivian.olson@comcast.net] Sent: Thursday, August 02, 2012 10:29 AM To: Lien, Kernen Subject: Trees @ 528 8th Ave N, Edmonds WA 98020 Kernen, I spoke to Jody yesterday. It looks like it may still be possible to proceed. I reminded her that part of the permitting requirement is to replant 2 for 1 and I assured her that we would hold off on the cutting until we had the plants and manpower ready to go so that she would not be without the "screen" that she is concerned about losing. Jody also wanted to make sure Mr Thuesen did not clear any of her trees with the job he did this week, but I am confident he wouldn't have done that when we had permission from her and had this legitimate process underway already and that the only trees we included on this permit were deemed hazardous and thus unlikely to notbe authorized. She told me she would email you that night (last night -hopefully you have already received it) to ask you to pause the application until next week when she can look at these issues (rather than terminating the process/withdrawing the permit as per your last conversation with/email from her). On a separate but related subject, Jody said you had told her that the trees marked were not the trees on the permit. That is wholly possible and our mistake -earlier in this process we made inquiries to the arborists about many trees on the property and had marked them to bring the arborists' attention to those trees. We did not make a point of revisiting to untag thereafter. This permit included ONLY the trees that.the arborists found to be hazardous (which was certainly not every tree we asked about) so with Jody's permission, -we will re- enter the property early next week to remove the inapplicable markings and make sure that the trees on, the permit (and ONLY the trees on the permit) are tagged. Thank you for your patience with us. Sincerely, Vivian Olson www.marykay.com/vivo CITTOF EDMONDS - PLANNING DIVISMN. Edmonds, WA 98026 T: (425) 775-0427 F: (425) 774-9459 www.EdmondsLandscaping.com July 6, 2012 RE: Hazard Trees located at: 528 8`h Ave N Edmonds, WA 98020 There are seven trees I would recommend for removal at this time, located within a critical area; steep slope erosion category as found on the City of Edmonds Critical Areas Map. These seven trees all have significant hazards and pose a risk to public safety and damage to private property as they are located in the direct vicinity of homes, driveways and parking areas, gardening areas, paths and recreational areas located on the subject property and neighboring properties. Due to major defects which pose likelihood of failure in the future, brought on by topping, excessive pruning, significant sap weeping, co -dominant stems with included bark and weak branch attachment, I highly recommend these seven trees for removal. Please see attached removal plan and ISA Tree Hazard Evaluation Forms regarding specifics for each tree. Further, it would be best to remove all cut material from the site in order to maintain slope stability and to eliminate the potential for increased pest activity, particularly rodents, who would use the fallen debris for nesting. I recommend replacement of removed trees, following the city requirements, using native species at a 2:1 ratio. The planting schedule is also shown on the attached removal plan and includes species known for their soil binding qualities and slope stabilization characteristics. The following species are recommended to be planted throughout the site as replacement for removed trees: 4 Acer circinatum Vine Maple 1" caliper 6 Amelanchier alnifolia Western Serviceberry 1" caliper 4 Crataegus suksdorfii Douglas Hawthorne 1" caliper For further information regarding this tree removal and replanting plan, I can be contacted at the above address- or by email at fspillaneedmondslandscaping com Francis Spillane ISA Certified Arborist #PN-7319A Washington :Landscape Architect #1117 Aotographic Guide to the Evaluation of Oard Trees in Urban Areas TREE HAZARDEV/1L UATION FOIIIYi 2nd Edition Map-Ucation: '?e 4( ptnter: publi _ private ® unknown .. other r, rte: l v htspc, l©r: c 73 Date of last inspection: TREE CHARACTERISTICS _ Tree_ __ Species: - t U DBH: # of lrnnks: Form: Cl generail; s;mrnetric ± lminoras rnmetry Anlajorasymmetr•, I_islump sprow :_tstag-headed HAZARD RATING: —3—+ 2 Failure + Sb.e + Target - Ha -mid Potential of pars Rating Rating 14 /p Irnmediale action headed Needs luriher inspection Dead tree Grown class: 0 dumimml I'D r:."Iominant Ainlerniediale __-suppressed Live crown ratio: °gib Age class: 146unp LI semi -mature C mature 3 over-mature/senescent Pruning history: -_...lcro.n cleaned U excessivet thinned Xtopped 1 crown raised J pollarded _I crovyn reduced I-' flush cuts ❑ cabled/braced _;none ] rnultiple pruning events Approx. bates; Special Value: n- specimen 5 heritanelhistoric 0 :rildlifa 0 unusual i._f street tree i _t si,reen ! _: shady 171 indigenous ❑ protected by gov. agency TREE HEALTH Foliage color: Wriorad Q chlorotic CI necrottr; Epicormics?
