PLN-2012-0034: The applicant is proposing to remove a Western red cedar from Avalon
Edmonds Condominiums site at 232 4th Avenue South. It would appear

in 1994.
While trees on individual lots
are regulated through ECDC
18.45, changes to landscaping
on multifamily- and
commercially -zoned sites are
subject to design review
according to ECDC 20.13. The
subject application does not
trigger SEPA review; therefore
the proposal may be approve,
by staff as a Type I Decision,
subject to the requirements c.
ECDC 20.01.003.

B. Findings and Conclusions
1. The Avalon Edmonds Condominiums are located at 232 4th Avenue South. The site is
zoned Residential Multifamily, RM-1.5. (Attachments 1 & 2)
2. The applicant is proposing to remove one Western red cedar at the northwest
corner of the site. (Attachment 3)
3. The subject tree has been identified as hazardous by a licensed arborist.
(Attachment 4) Photos of the tree in question support this finding. (Attachment 5)
4. The landscaping for the site was approved by the Architectural Design Board in 1993
and approved at building permit on July 26, 1994. The Western red cedar tree that
is proposed to be removed was included on the approved landscaping plan. The
applicant has proposed to replace the decaying cedar with a western hemlock, or
similar.
C. Technical Review
This project was reviewed by the Engineering Division who recommended several
conditions (Attachment 6).
D. Decision
Based on the findings, conclusions and attachments to this report, staff finds that the
design review for file number P.LN-2012-0034 is APPROVED with the following
conditions:
1. Trees shall be felled onto private property.
2. Vehicles and equipment shall be located on private property. Should it be necessary
to utilize the City right-of-way to perform any of this work then the contractor shall
apply for and obtain a right-of-way construction permit in advance of starting work.
3. Contractor/owner is responsible for keeping all debris on site and preventing any silt
laden runoff from leaving the site and/or entering the city storm system.
4. One replacement tree shall be installed at or very near the location of the removed
cedar — a western hemlock or similar coniferous tree appropriate for the site may be
selected.

Dear Sir:
The Avalon Condo Board would like to ask that the Development and
Planning Department issue a tree permit to remove a 90-1.00 foot western red
cedar tree. The tree is beside a border fence on the northwest corner of the
property. It is very hazardous to our and neighbors' condo buildings and
properties surrounding the tree and it would be very unfortunate if any of the
trunks were to break off and damage any of the buildings and properties.
(Please see the tree hazard evaluation form). Another more appropriate tree
would be planted like a western hemlock, at the site. Please notify us at your

Dear Sir:
The Avalon Condo Board would like to ask that the Development and
Planning Department issue a tree permit to remove a 90-100 foot western red
cedar tree. The tree is beside a border fence on the northwest corner of the
property. It is very hazardous to our and neighbors' condo buildings and
properties surrounding the tree and it would be very unfortunate if any of the
trunks were to break off and damage any of the buildings and properties.
(Please see the tree hazard evaluation form). Another more appropriate tree
would be planted like a western hemlock, at the site. Please notify us at your
earliest convenience.. If you have any questions please call me at 425 361
