PLN20120042: The applicant is proposing to remove three trees at the Colonial Heights

planting is required according to Chapter 20.13 of the Edmonds
Community Development Code (ECDC).

by staff as a Type I Decision,
subject to the requirements
of ECDC 20.01.003.
B. Findings and Conclusions

Landscape Plan Modification
Condominiums are located at 7905 and 7909 218th Street SW. The site is zoned
Residential Multifamily, RM-2.4 (Attachment 1).
2. The buildings currently on the site were built in 1977; landscaping was also approved at
that time (Attachment 2).
3. The applicant is proposing to remove and replace several trees which are either
diseased or have become too big for their location (Attachments 3 & 4). A diseased Blue
Spruce is growing out of a rockery to the west of the site (Attachment 5). The rockery is
actually located on the adjacent parcel to the west (21713 801h Avenue West) and the
owner has given permission for Colonial Heights to remove the tree (Attachments 6 &
7). A photinia hedge located on the adjacent property was originally proposed to be
removed (Attachment 3) but will now remain (Attachment 8).
4. The modified landscaping plan shows the removal of three trees. As mentioned above,
the Blue Spruce (tree #S, Attachment 8) will be removed but it will not replaced since it
is growing out of the rockery. A fir tree north of the rear building will be removed and
replaced with a Mountain Hemlock (tree #9, Attachment 8). Finally, a hemlock with a
split trunk will be removed near the southeastern corner of the rear building (7909 218th
St.). It will be replaced with arborvitae (tree #10, Attachment 8).
C. Technical Review
This project was reviewed by the Engineering Division — no additional conditions were
recommended.
D. Decision
Based on the findings, conclusions and attachments to this report, staff finds that the design
review for file number PLN20120042 is APPROVED with the following conditions:
1. Trees shall be felled onto private property.
2. Vehicles and equipment shall be located on private property. Should it be necessary to
use the City right-of-way to perform any of this work then the contractor shall apply for
and obtain a right-of-way construction permit in advance of starting work.
3. Contractor/owner is responsible for keeping all debris on site and preventing any silt -
laden runoff from leaving the site and/or entering the city storm system.
4. The applicant shall remove the three subject trees and install the landscaping as shown
on Attachment 8. The photinia hedge shall remain on the adjacent property at 21701
80th Avenue West.
5. The applicant shall contact the Planning Division to schedule a final inspection after
installation is complete.

The property's previous landscaping plan has complied with existing codes. A curb is present anywhere
the landscaping meets pavement and we have a variety of plants on the property that enhance the
appearance of the property.
The Hemlock and the Fir to be removed are not adding any type of beauty or charm to the property due
to the problems present with them. The replacement plants (Thuja pyramidalis and Mountain Hemlock
respectively) were recommended by the arborist and will allow for privacy and add variety and intrigue
amongst the plants existing on the property
The photinia hedge and the Blue Spruce that are planned for removal are diseased and detracting from
the beauty of the property. The plan is not to replace these as they are on or in the vicinity of a rock
wall. Planting replacement plants would possibly cause instability in the rock wall structure that could
be hazardous to the property. The Association hopes to put a fence along the rock wall where a fence
does not already exist in place of the photinia hedge which would allow for privacy between our
property and the adjacent property.

To Whom It May Concern:
The Blue Spruce to be removed is in advanced decline. It has been infested with cytospora and
rhizophaera for a number of years. At this point it is nearly defoliated.
The hemlock at the corner of the 7909 building bifurcates at the eight foot mark and has an
active fracture plane. It stands too close to the building for long term viability also. Removal is
the logical option.
